SUBJECT: Senior Intelligence Service Positions
National Intelligence Council
1. Action Requested: Your approval to establish the positions of
National Intelligence Officer (NIO) for Narcotics and Assistant National
Intelligence officer (ANIO) for Narcotics at the SIS-04 and SIS-1/3 level
respectively.
2. Background: As outlined in the attached memorandum from the Chairman,
National Intelligence Council (NIC), the position of (NIO) for Narcotics was
created effective 3 February 1986. By pattern all NIO positions are graded at
the SIS-04 level. This position was created by dividing the duties of the NIO
for Counterterrorism and Narcotics, which will be retitled NIO for
Counterterrorism. SIS position ceiling for the new position will be
reallocated from SIS-04 position number A0006 in the NIC Analytic Group.
The NIO position from which the new position was created had
associated with it two ANIO positions, one at the SIS-1/2 level dealing
exclusively with narcotics and one at GS-15 dealing exclusively with
counterterrorism. The SIS-1/2 narcotics position will move to accommodate the
ANIO for Narcotics.
3. Recommendation: It is recommended that you approve the following:
a. Establishment of the position of NIO for Narcotics at the SIS-04
level, using ceiling from SIS-04 position A0006 which is currently located
in the NIC Analytic Group.
5. Establishment of the position of ANIO for Narcotics at the SIS-1/2
level by moving the SIS-1/2 position performing those duties from its
current location under the old NIO for Counterterrorism and Narcotics.
