MEMORANDUM FOR: Chairman, National Intelligence Council

SUBJECT: Approval of TDY to US Naval War College,
24-28 June 1985
1. Request approval for NIO/W to travel to the US Naval War
College for seminar discussions and a war game conducted for the
Chief of Naval Operations. The discussions and game will examine
pre-global war crisis warning and reaction.
2. My participation has been solicited because of my
attendance at the recent successful seminar on the same subject
with the Commanders 2nd Fleet and Fleet Marine Forces
Europe/Atlantic. The CNO has been driving the US Navy toward a
new strategy--still partially undefined--that would involve the
Navy in a more decisive way early in a NATO-Warsaw Pact conflict.
The keys to the changes in strategy, now being made or discussed,
are early warning and early reaction. The CNO has invited
participants from five allied nations located in NATO's northern
tier. The CNO's representative invited me by phone and said the
formal invitation is in the mail. He also said the Navy will pay
my travel expenses. I am enthusiastic about making warning count
and believe that through efforts like this intelligence is
starting to mean something in the formulation of strategy.
