Gates Chairman, National Intelligence Council NIC 02582-85 20 May 1985 Acting Natrona Intelligence officer at Large SUBJECT: Proliferation Conference 1. Se times in recent years this office has sponsored a that brings policy and I conference intelligence officials together for discussions of the nuclear proliferation topic. These meetings have been very popular, providing as they do, a rather rare opportunity for senior policymakers and intelli- gence analysts to meet informally for a substantive and broad-ranging examinati ssues of common concern. I have scheduled a meeting of this kind on 29-31 July 1985, and I request your approval. 2. The meeting this year will survey the nuclear programs of five or so of the countries of immediate and major proliferation concern, and will examine some current policy issues such as this year's Nonprolifera- tion Treaty Review Conference and US-Soviet bilateral discussions on proliferation. One session will examine the dynamics over the long term of proliferation issues and US-policy responses to them. No meeting was held last year, but I attach a report on the meeting held in 1983. 3. We have reserved or 29-31 July, and expect to have guests.
