I want to express my appreciation for the fine efforts of the analysts of
OSWR's Space Systems Division in support of the recently-completed
NIE 11-1-85. This was a long and difficult task, and the NIO/SP relied
heavily on the considerable expertise and drafting skills of the entire
division. I think it is fair to say that without the sustained and careful
attention that SSD analysts gave to successive drafts of the Estimate, the
improvement in quality of this important national intelligence product would
not have been possible. Both the management anc+ the analysts of SSD deserve
high praise for their excellent performance, and for their dedication to the
prods+c?~on of f'^~t-rate ^~tional i.^.?elligence.

I want to commend of OSWR/SSD for his outstanding performance
as the DDI representative for NIE 11-1-85. applied his extensive
knowledge of the substantive issues with great skill and effectiveness, and
was a highly articulate representative of DDI positions during coordination
meetings. Beyond that, he worked hard at improving the quality of the
Estimate and showed considerable initiative in tapping a range of DDI
resources to that end. He clearly demonstrated his ability to work
effectively in an interagency forum, and the finished product amply reflects
