SUBJECT: DCI Meeting with National Intelligence Officers
Wednesday 0930
1. This half-hour session will be a preview discussion of a
National Intelligence Estimate now in the drafting stage; "Whither the
Soviet Union." It describes Soviet leader Gorbachev's reforms and
their implications for the West.
2. The subjects covered in this estimate are inevitably cosmic
in nature. We are on very firm ground in assessing current trends in
Soviet politics and policies, but our judgments concerning what the
Soviet Union will look like 10-15 years from now are inherently specula-
tive. As such, we expect considerable controversy about those judgments
as well as disagreements about the Implications of various scenarios for
the United States and the Western alliance. We want to use this session
with you to surface some of these judgments and the probable areas of
disagreement.
3. You may wish to read the attached draft key judgments of the
estimate prior to the meeting.
