Your Meeting with the Military Advisory Panel,
Tuesday, 30 June 1981, 1530 Hours
1. The eight member Military Advisory Panel (MAP) is comprised of
individuals who have substantial experience as high-level consumers of
intelligence. The MAP reviews significant intelligence estimates for the
DCI, focusing on Soviet military issues, and provides the DCI with judgments
regarding policy relevance. Brief bios on Panel members are at Tab A on the
left.
2. The MAP association with the NIC began in May 1986 after several
years of similar service to the DDI. The Panel meets approximately once
each quarter for two full days, and prepares a written Eyes Only report for
the DCI in addition to meeting with him on the second day of each session.
3. Attached at left (Tab B) for your information is the report prepared
by the Panel following their last meeting in March 1981, annotated with
Questions asked of the NIOs by the DDCI. NIC responses to those questions
are included at Tab C.
4. Note the MAP meeting with you scheduled for 1530-1630 on the 30th in
the NIC Conference Room. We expect they will want to discuss not only the
results of their deliberations over the previous two days, but more
generally their role as you would see it in the months to come. Tab D
contains a NIC memorandum to the DCI on the nature of the NIC/MAP
relationship that you may find helpful in this regard.
5. An agenda of issues to be considered at the 29/30 June meeting
follows this memo along with a list of reading material that we will provide
to the group. We will be pleased to provide copies of readings to you if
