Intelligence Consumer Survey
1. I have asked) Ito consider an IPC sponsored survey of
consumer satisfaction with intelligence product. My first thought is a
survey similar to the one done with the outgoing Carter administration. The
attached memo indicates the current state of my proposal.
2. Do you agree that a survey would be useful? That the IPC is the
best sponsor? Would you undertake the formal proposal within the IPC? I
would like to work with you in sponsoring this if you agree to this. Let's
discuss at your convenience.

SUBJECT : Discussion with
1. Yesterday isited with our staff and outlined the
history of his eff s ribute a written survey and conduct oral
interviews with senior officials of the outgoing Carter Administration in
an effort to determine their degree of satisfaction with he intall
provided by the Community during their tenure in office. 7 ence
2. We agreed that a similar kind of survey might appropriately be
prepared for senior officials of the Reagan Administration. Our thinking
is that such a survey should be distributed no earlier than during the
officials' last six months in office and no later than three months after
their departure. As was done in the case of the original survey, careful

4. Because the IPC Staff is fully occupied at the moment with a
