1. The Office of Logistics (OL) has reviewed H.R. 1807 and
finds nothing in the bill in its current form that gives us
concern. Due to the need to protect sources and methods, the
necessity of quick reaction and CIA's unique mission requirements,
the Agency is generally exempt from socioeconomic aspects of Federal
contracting requirements. As a matter of policy, however, the
Agency supports and follows such programs to the extent consistent
with Agency mission and security.
2. H.R. 1807 does not impact the Agency in its current form,
therefore, we do not believe it necessary to have the hearings
monitored by a designee from OL.
3. Attached is a memorandum from the Chief, Logistics and
Procur_emen_t_Law_nivision, OGC, dated 22 December 1987, on H.R. 1807
to Office of Congressional Affairs. As reflected in
paragraph 1 of this memorandum, we coneur with the views stated' in
the attached memorandum. Please coordinate this response with
