Enclosed for your information is a revised version of Agency
25X1 Headquarters Regulation "Law and Policy Governing the Conduct
of Intelligence Activities. The Director has just approved this
revised version, which is the product of a lengthy and
comprehensive review conducted by the Office of General Counsel
in concert with relevant Agency components.

The revised regulation will become effective on 1 January
1988. The Deputy Director has given instructions that copies of
the regulation be issued to all senior CIA managers as well as
every career trainee, every employee going through management
training, every participant in the CIA mid-career course, and
every participant in the training course for new members of the
Senior Intelligence Service.
