7l/ I Declassified in Part - Sanitized Copy Approved for Release 2013/01/02 : CIA-RDP89T00234R000200170027-9 DEFENSE INTELLIGENCE AGENCY U-466/GC WASHINGTON, D.C. 20340- 26 AUG 1986 MEMORANDUM FOR THE DEPUTY DIRECTOR FOR LEGISLATION, -OFFICE OF CONGRESSIONAL AFFAIRS, CENTRAL INTELLIGENCE AGENCY SUBJECT: Legislative Program for First Session of the 100th Congress At the request of the Director, General Defense Intelligence Program Staff dated 25 August 1986, I am hereby forwarding to you the following two proposed legislative items for inclusion in the DCI's Legislative Program for the First Session of the 100th Congress. 100/1- : Exemption for Certain National Foreign Intelligence Program Components from Any Requirement to Disclose Names, Titles, Salaries, and Number of Persons Employed By or Assigned to Such Components The Director of Central Intelligence may include, at the request of the Department of Defense, a provision to extend the current CIA and NSA exemptions from any requirement to disclose the names, titles, salaries and numbers of personnel employed by them to other Department of Defense components in the National Foreign Intelligence Program. 100/1- : Personnel Service Contract Authority for the General Defense Intelligence Program Manager The Director of Central Intelligence, at the request of the Department of Defense, may include a proposal to authorize the General Defense Intelligence Program Manager to approve personal service contracts for DoD intelligence agencies, units, and activities when such contracts are: (a) for DCI- approved activities that must be under direct government supervision; (b) for services needed for less than three years, when full-time government employment would be uneconomical; or (c) more efficient than other contracts.
