SUBJECT: Casual Observation of Soviet Diplomat
specific interest in the subject.
1. The following is supplied in accord with current policy requesting
such information. It is provided only as reporting, with no intent to
analyze, and is intended solely for your use in assimilating and forwarding
selected data to FBI and other counterintelligence elements with general and
vintage.
2. On 12 February 1987 at 2100 hours, the undersigned stopped for
purchase of some food items at Shopper's Food Warehouse, Fair City Mall
Shopping Center, Fairfax, Virginia. After parking my car, I noted another car
parked close by facing mine, carrying diplomatic license DFC 049, indicating
assignment to the Soviet diplomatic corps in Washington. The vehicle is a
dark blue four-door sedan intermediate sized Chevrolet, probably of 1985-1986
3. On entering the supermarket, I deliberately took an indirect route to
the section containing the items I wanted. This gave me the opportunity to
observe the shoppers. The store was not crowded so it was easy to eventually
see all shoppers. I saw no persons that I recognized from previous
observations as being associated with the Soviet diplomatic service. I made
my purchases and went toward the exit. A couple approached the exit
simultaneously with me. I hesitated so that they could proceed ahead of me
with their two shopping carts. The man took advantage and moved ahead
quickly. The woman hesitated a moment to discern whether or not I was really
going to yield. I motioned for her to go ahead of me and she did. That gave

me a chance to observe her. She was attractive with short to medium dark
hair, hiah cheek bones, medium eyebrows, and well-formed mouth. her
complexion was smooth and slightly dark or olive. She could pass for
Mediterranean type. She was tall in boots, approximately 5'11". She wore a
maroon three-quarter length "storm coat" and blue jeans. The man did not draw
any special attention from me.
4. I went to my car, entered, and was surprised to note the man I had
just permitted to exit the store ahead of me was moving with rapid gait to the
car with the diplomatic plates. He went to the front passenger side first and
unlocked the door which nave me a better look at him. He then went to the
driver's side, unlocked the door, entered, and drove to the front of the
supermarket where he and the woman loaded their groceries into the trunk of
the vehicle. I observed the couple from my car, lights off, engine running.
I didn't want to attract attention by turning off the engine, thus breaking
the sound pattern. It would have been better, I realize,for the engine to be
off but I had already started it when the man arrived at his car. Not looking
directly at the couple, while loading their car 30 yards away at a left 90
decree anale, I was able to observe them n oblique
"out-of-the-corner-of-my-eye" angle.
5. The man is described as follows. He is probably 6' - 6'1", slender,
short dark hair, conservative cut. He wore a dark suit, white shirt with dark
tie. He wore black rimmed glasses. His features were moderately sharp and
,.ordinary. He also wore dark shoes..and a navy blue/black topcoat of worsted
wool, flannel, or similar material. The only thing noticeable about him was
the way he moved. No limp, deformity, or handicap was apparent, but the man
moved rapidly, with agility, and conveyed a briskness or aggressiveness even
performing the routine acts I observed. The couple drove off and after a few
moments I did the same, returning home.
