SUBJECT: DCI Security Forum
1. Attached is a copy of the charter for the DCI Security Forum (renamed
from SCI Forum). It was approved by the DDCI on 29 June. This is for your
information and retention.
2. I'm sure you know that this body exists principally to address matters
of security significance in the SCI arena. We are having the tenth meeting
today, 13 July, and will not have another until September, allowing for the
summer vacation period. Besides revised DCIDs 1/7 and 1/19, we have 1/20 with
the office of the DCI awaiting approval and 1/21 is working in our office now,
after approval by the Forum.
3. We will be looking for new matters to consider in the September
meeting. I would appreciate your thoughts on whether or not you think the
Forum would be the vehicle to once again raise the matter of revealing
industrial contractors' accesses (SI/TK) in the 4C System. I am told you
addressed SECOM on this matter but no changes resulted. as the
alternate CIA representative behind has become a regular attendee
and participant. I would urge you to briet him on the background of this
matter so we can meet to discuss the potential for making it an agenda item in
September. I intend to broach the subject with selected key members of the
Forum to gain their current views. SAFSS has chosen not to participate in the
Forum. If this becomes a matter for serious consideration, that organization
would be invited to deliberations.
