Dear Mr. Rensbarger:
This letter is to inform you of an executive branch decision that may have
applicability to your organization. The President, in responding to P.L.
99-169 in November 1986, forwarded to Congress the President's Report to
Congress on the Nation's Counterintelligence and Security Countermeasures
Plans, Programs, and apabi ities. The report, designed to inform Congress of
efforts to improve the nation's security posture, contains several injunctions
that should be applicable throughout the Federal Government.
One area of common applicability involves efforts to improve security
awareness and training. On page 18 of the report the President states:
o Adequacy of security training will be made an item of recurring
interest for agency Inspectors General.
Since your organization handles classified material, we believe you may
find that the course of action being taken within the executive branch is
proper and useful to your organization. For your information, we are
reporting biannually on our implementation of the commitments made in the
President's report to the National Security Advisor, copies of which will go
to the select committees on intelligence in both houses of Congress. The
next of the biannual reports will most likely be delivered during the period
just prior to Thanksgiving. I suggest that you consider the possible utility
of providing a statement on your role in reviewing security training to the
two select intelligence committees in the same time frame.

This letter is to inform you of an executive branch decision that may have
applicability to your organization. The President, in responding to P.L.
99-169 in November 1986, forwarded to Congress the President's Report to
Congress on the Nation's Counterintelligence and Security Countermeasures
ans, Programs, and a abilities. The report, designed to inform Congress of
efforts to improve the nation's security posture, contains several injunctions
that should be applicable throughout the Federal Government.
One area of common applicability involves efforts to improve security
awareness and training. On page 18 of the report the President states:
o Adequacy of security training will be made an item of recurring
interest for agency Inspectors General.
Since your organization handles classified material, we believe you may
find that the course of action being taken within the executive branch is
proper and useful to your organization. For your information, we are
reporting biannually on our implementation of the commitments made in the
President's report to the National Security Advisor, copies of which will go
to the select committees on intelligence in both houses of Congress. The
next of the biannual reports will most likely be delivered during the period
just prior to Thanksgiving. I suggest that you consider the possible utility
of providing a statement on your role in reviewing security training to the
two select intelligence committees in the same time frame.
