HPSCI
FYI, here are two letters to HPSCI from
Rep. Jim Jones, confirming the Budget C'tee's
intention to try and hold to the Budget Act
timetables.
Present plans are to deliver the justif-
ication materials on the Reagan supplemental
and 82 budget amendment tomorrow morning, 12
March, as soon as they are released from the
printer. I will handcarry them to our four
subcommittees, and bring you a copy asap.

Dear Mr. Chairman:
Yesterday President Reagan submitted a message to the Congress outlining
his proposals for the 1981 and 1982 budgets. He stated his hope that "this
combination of transmittals will allow the Congress to proceed in accordance
with the timetables established in the Congressional Budget Act and will permit
rapid consideration of this entire program."
I fully expect that the Congress can consider the Carter and Reagan budget
proposals expeditiously and adhere to the timetable set forth in the Budget Act.
Accordingly, I propose the following agenda for the budget process this year.
(1) By March 20, the authorizing and Appropriations Committees will report
to the Budget Committee their views and estimates on the Carter budget and
the Reagan budget revisions of February 18. Although some details of these
Reagan proposals remain to be provided, the substance of the proposals is
sufficiently clear to enable the committees to begin their deliberations.
(2) By the end of 1vIarch, the authorizing and Appropriations Committees
are invited to report an addendum to their views and estimates if they wish,
covering major new proposals that array be submitted on March 10 in the formal
Reagan revised budget.
(3) The Budget Committee will continue to hold hearings on the fiscal
year 1982 budget and fiscal year 1981 budget revisions.
(4) By April 15, the Budget Committee will report to the House a budget
resolution consisting of three titles: Title I will revise the fiscal year 1981
budget; Title II will set forth the budget for fiscal year 1982; and Title III will
provide reconciliation instructions.
(5) Congress will complete action on the budget resolution by May 15.
(6) By June 15, the appropriate committees will submit their reconciliation
proposals to the Budget Committee which will assemble them into a single bill
and report that bill to the House.

(7), By the middle of July, Congress will complete action on reconciliation.
This timetable would permit consideration of a tax reduction bill by the August
recess.
I realize that this schedule is rigorous and will place severe demands on
committee members and staff. I also know that the information currently
available from the Reagan Administration is incomplete. However, if we are
to meet the timetable required by the Budget Act and also discharge our
responsibility to the American people to review carefully the far-reaching
proposals submitted by the Administration, we must all get to work immediately.
The Budget Committee, its staff, and the Congressional Budget Office will
provide every possible assistance to you in this vital endeavor.
Finally, you may realize that there was an effort to bypass the authorizing
committees entirely and permit the Budget Committee to have sole jurisdiction
over all the legislative changes proposed by the new Administration. I strongly
and successfully opposed this scheme. The authorizing committees alone have
the knowledge and ability to make changes in the programs within their
jurisdiction. The Budget Committee, however, must receive the results of your -
deliberations in time for us to put together a reconciliation bill by June 15.
This will be a difficult year, but I know we can all work together to
effectuate the reforms the American people clearly demand.
