in their 1982 budget mark-up. Jim said that the rationale of the cut
was similar to that used in cutting the 0 in 1981. They had sup-

2. I asked whether any particular member was behind the cut and if
there was any further information. Jim said that Mr. Robinson was a
leader in reducing external analysis and that ~iirfh-r he It that since
our effort was heavily military and GDIP spent in this area, 25X1
we could .reduce our effort. I gave Jim the counter arguments detailing
a need for independent ('IA analysis and the fact that we needed aero-
space expertise to answer questions within our purview.
