Annual Convention
1. This is background information for your address of the Association of
Former Intelligence Officers' (AFIO) 14th annual convention luncheon on
Saturday, 15 October 1988. You also plan to attend the convention's banquet
the evening of the 15th. The Convention will be held at the Tyson's Corner
Sheraton Hotel, 8661 Leesburg Pike. Phone: 448-1234. will
attend the program. A business suit is the appropriate dress for the events.
2. Arrangements for Your Address of the AFIO Luncheon: You are asked to
be in the main lobby of the Sheraton Hotel at the registration desk at
12:30 p.m. where you will be met by the Executive Director of AFIO John
Greaney and escorted to the Lord Fairfax Grand Ballroom B for the reception.
Lunch will be served at 1:00 p.m. Your remarks are scheduled to begin at
1:45 p.m. and the President of AFIO, Admiral Donald P. Harvey, will introduce
you. (See tab opposite for biography.) The suggested format is 30 minutes of
remarks and 15 minutes of questions and answers. The DCI has prepared a
letter for you to read/present to the members of AFIO since he had to decline
the AFIO Conference invitation again this year. (See tab opposite for
letter.)

A podium and microphone will be available near your table. DCI security
will tape your remarks for the Agency's historical records. Adjournment is at
2:30 p.m. AFIO may publish your remarks in the PERISCOPE, and we have asked
to review them prior to publication.
Audience: Approximately 200-250 AFIO members and guests will attend the
luncheon.
Media: Members of the media who are expected to attend the luncheon are
RicaR-Tandza, NEWSWEEK; Steven Engelberg, THE NEW YORK TIMES; and Jim
Morrison and Bill Gertz, WASHINGTON TIMES.
Background: The 1988 AFIO Convention theme is "Analysis Today and
Tomorrow." Fritz Ermarth will open the program Friday morning with an address
on "The State of Analysis." On Saturday morning prior to your address two
panels will be held: one on "The National Estimate" and the other on "The
Intelligence Role in Arms Control." (See tab opposite for agenda.)
2. About the Banquet: The reception and banquet will be held at the
Sheraton Hotel in the Lord Fairfax Ballroom A. You are asked to be at the
reception at 7:30 p.m. and dinner will be served at 8:00 p.m. Adjournment is
at 10:00 p.m. Chairman of PFIAB, Ambassador Anne Armstrong, will be the guest
speaker. You and Mrs. Gates will be seated at a reserved table with the

Rear Admiral, USN(Ret)
Graduated from U.S. Naval Academy 1947. Served
35_ years and retired as Director of Naval Intelligence
in 1978. 28 years were in intelligence posts in the
Pacific Fleet, Europe, Japan and the Middle East.
Admiral Harvey sewed with NSA, DIA and the IC
Staff. He holds Masters degrees in Political Science
and in International Relations from the Fletcher
School. Currently with the TRW Defense Systems
Group. He joined AFIO in 1979, is a Life member and
has served as AFIO's President since 1987.

Dear Members of AFIO:

I regret that I must be abroad during AFIO's annual convention. I was
looking forward to meeting with all of you and am disappointed not to be
present.
I understand your program focuses on intelligence analysis, and so I would
like to pass on a few thoughts about some of the Intelligence Community's
recent analytical successes as well as some of our upcoming challenges.
The Intelligence Community has had some notable analytical successes
during the past year. We were a major player in the conclusion of the INF
treaty, supporting the U.S. negotiating team in Geneva and providing
information to both Congress and the Administration during the ratification
process. In a related effort, we furnished intelligence to policymakers
during the U.S.-Soviet summit meeting in Moscow. The Intelligence Community's
analysis of the Iran-Iraq conflict has highlighted our ability to provide
tactical intelligence. When the U.S. presence in the Gulf was increased, we
began providing daily support to naval forces operating with the U.S. Central
Command.
Some of our recent analytical successes suggest the nature of tomorrow's
analytical problems. We face new challenges in old issues -- Gorbachev's
reform effort and his new approach in foreign policy have many implications
for U.S. interests. Arms control will remain a major analytical effort, as we
monitor the INF treaty and support negotiation of the START treaty. Global
issues such as the expanding problem of international terrorism and the
equally troubling problem of chemical weapons will continue to demand our
attention.
I appreciate your commitment to promoting high standards in intelligence,
and I look forward to learning the results of your work during this
convention. I also want to recognize the value of AFIO's Academic Assistance
Program in educating our nation's students about intelligence -- students who
may one day be producers or consumers of our intelligence analysis.
All of you have already contributed much to the security of this country.
Your support and insight still mean a great deal to us as we continue the work
that you have done so much to advance.

Judge Webster has written us that it is necessary for him to
be abroad on 15 October 1988, when he was scheduled to
address the luncheon on that date at AFIO's annual
convention. The Judge wrote that you would be available to
speak in his place; it will be wonderful to have you do so. I am
writing to formalize our invitation to you.
The annual convention will be held at the Tyson's Corner
Sheraton Hotel (as last year), and the luncheon is scheduled
for 1:00 p.m. on 15 October. I should only add that the general
theme of this year's convention will be the state of intelligence
analysis, per the enclosed (almost) final program.
