THE CENTER FOR INTEL ATIONAL SECURITY AND STRATEGIC STUDIES,
MISSISSIPPI STATE UNIVERSITY
The Center for International Security and Strategic Studies, a self-
supporting entity of Mississippi State University, was established in 1980
to provide interdisciplinary teaching, research, and public service in
accordance with the goals of this University. The Center is a university-
level organization, reporting to the Office of the Vice President for
Research. The primary thrust of the Center's activities is to examine
foreign policy issues, the strategic balance of power, the influence of
military doctrines, and arms control. The Center has also, through its
conferences and lecture series, vigorously assisted business and
industrial leaders, State officials, and the public in understanding vital
international matters and the impact of world events on industry and
agriculture in the United States.
At present, the Center combines the talents of 15 associated faculty
at Mississippi State University from a wide variety of disciplines
including History, Sociology, Nuclear Engineering, Economics, Philosophy,
Political Science, and Agricultural Economics. The Center's annual
program is designed to implement the special talents of our associated
faculty and provide a multi-disciplinary approach to international
security issues.
On a continuing basics, the Center provides for the University,
business and general public of Mississippi a number of special lectures
and seminars which are presented to increase public awareness and
understanding of the vital international issues affecting our lives.

Each year, the Center organizes international conferences which
provide indepth studies of major issues affecting international security
relations. At each conference, a select group of recognized experts are
brought together to offer their individual insights, as well as to
interact with the other participating authorities. In the past, for these
conferences, we have been successful in finding additional support to fund
student attendance and pay expenses associated with the attendance of
professors from universities across the Southeastern United States. These
professors, in return, were asked to hold seminars at their home
institutions on the findings of the conference; through this means, the
Center has been able to insure that conferences have a regional impact.
Moreover, the Center regularly collects and publishes, in book form, the
proceedings of each conference.
The Center's education. program is designed to-.expand and develop
curricula at Mississippi State University in the areas of International
Security, Arms Control, and International Relations and Conflict
Resolution. In 1985, the Center organized the establishment of the
Mississippi Consortium for International Security-, which includes
Mississippi State University, Mississippi University for Women, and
Mississippi Valley State University. The Consortium's three year program
for the development of permanent curricula in International Security and
the Russian and Chinese Languages is funded by the U.S. Department of
Education. Another part of the Center's education program involves the
development of six new university courses designed to study global peace
and conflict resolution. The courses in this two year program began in
the Summer of 1987 and have been developed by an inter-disciplinary group
of professors at Mississippi State University. The project is funded by

the United States Institute. of Peace. The curricula will be made
available for high schools and junior colleges upon program completion.
A Summary of our 1987 activities (January-October) to date follows:
1. Education Program:
- Completed 2nd year teaching of "International Security Studies,"
"Arms Control and Disarmament" and "Diplomacy in the Nuclear
Age" courses. Prepared together with Foreign Language
Department, MSU., Chinese Language course. Program funded by
the U.S. Department of Education.
- Began 1st year of "Global Peace and Conflict Resolution"
teaching program. This two-year program is funded by the United
States Institute of Peace.
2. Research Conferences:
- A National Conference on "The Persian Gulf and International
Security in the 1980's and Beyond." Keynote speaker was Major
General Davis Rohr, Deputy Commander of U.S. Central Command.
Luncheon speaker was Marion Creekmore, Deputy Assistant
Secretary, U.S. Department of State. Held in Jackson in April,
1987.
Mid Winter Conference of Mississippi Municipal Association on
Economic Development and Training. Consul Generals and Trade
Commissioners of the Common Market and major trading countries
of the U.S. in the Far East participated. Held in Jackson in
January, 1987.
3. Speakers of the Lecture Series:
- His Excellency Fhueanuel de Margerie, Ambassador of France to the
United States, lectured at Mississippi State University and
spoke at an Executive Lecture Forum banquet in Jackson in
February, 1987.
- Kurt Leonberger, Senior Staff Member of the Foreign Office of
the Federal Republic of Germany, lectured at Mississippi State
University and met with group of Executive Lecture Forum in
Jackson in April, 1987.

- Dr. Gerd Langguth, former member of West German Parliament and
Professor of Political Science at University of Bonn. Lectured
at Mississippi State University and at Mississippi College in
September, 1987.
- His Excellency Herman Dehennin, Ambassador of Belgium -to the
United States, spoke at Mississippi State University and at an
Executive Lecture Forum in Jackson in October, 1987.
4. Foreign Travel:
- At the invitation of the Foreign Office of the Federal Republic
of Germany--A Six member Mississippi Journalists' Delegation's
visit to the Federal Republic of Germany to observe and report
on that country's federal elections (January 18-27, 1987).
- At the invitation of the Japan Foundation--CISS Director's visit
to Japan to establish contacts with security related Institutes.
As a result of the trip the Center has submitted a major
research proposal to Japan's National Institute for Research
Advancement. Trip was made in July, 1987.
- At the invitation of the German government, in early November,
1987--CISS Director's visit to Federal Republic of Germany to
establish contacts with universities, and government officials
on security related-programs. Prepared Prime Minister of Baden
Wurtenberg Lothar Spath visit to Mississippi.
Our Plan for the remainder of the 1987-1988 Academic Year
1. Education Program:
- The 3rd year teaching of "International Security Studies,"
"Arms Control and Disarmament" and Chinese and Russian language
programs. Funded by the U.S. Department of Education.
- First year preparing and teaching of "Global Peace and Conflict
Resolution" courses. Funded by the United States Institute for
Peace.
2. Research Conferences-
- Mississippi Municipal Association Mid-Winter Conference to be
held in Jackson in January 27-28, 1988. Center will organize
international economic development portion of conference.

- Regional Security Conference on "The China-Japan-U.S. Triangle:
A Forecast for the 1990's and Beyond," to explore the
possibilities of a triangular economic and security relationship
in the Pacific Basin. To be held on March 24-25, 1988 in
Jackson, Mississippi. Funded by the U.S.-Japan Friendship
Commission.
- International Security Conference on "Differential Population
Growth and Western Security" will examine the security
implications of the differing rates of population growth in
Western and Eastern Europe. To be held on July 21-22, 1988 at
King's College in London. Funded by Bradley Foundation.
- Regional Security Conference on "The Latin American Narcotics
Trade and United States National Security" will focus on the
national security implications of this problem, and the use of
military forces in efforts to interdict this traffic. To be
held in Fall of 1988 in Gulfport, Mississippi. Decision of
Tinker Foundation concerning funding is expected before the end
of the year.
3. Speakers of the Lecture Series:
- Ms. Martha Mautner, Deputy Director, USSR and East European
Office in Department of State's Bureau for-Intelligence and
Research.
- Dr. Allen Mense, Chief Scientist, Strategic Defense Initiative
Office.
- The Honorable Richard Armitage, Assistant Secretary of Defense
for International Security Affairs.
- Hua Di, Director, CITIK Research International Center for
International Trust and Development Cooperation, Beijing.
- Professor Shinkichi Eto, President, Asia University, Tokyo.
- Lt. General Robert Beckel, Deputy Chairman, NATO Military
Committee, NATO Headquarters, Brussels, Belgium.
4. Foreign Travel:
- Organize together with State Department of Economic Development,
a Mississippi Congressional Delegation's visit to Japan in the
Spring of 1988 to expand friendly relations between our State
and Japan.
