The 1986 Faii Season began with the "Candidates for Governor". The
Council co-sponsored with the Dallas Young Republicans and the Dallas
Young .Democrats for the luncheons honoring Gov. William P. Clements on
.September 9 and Gov. Mark White on_October 1. The speakers focused on
Texas' economic position regarding the oil industry, unemployment, state
income taxes, education, and the state's criminal justice system.
Gov.~?Clemente and Dr. James A. Glasscock
On November 6. Robert D. Hormats delivered an interesting speech to
DCWA members on international economics and business. Mr. Hormats is
Vice President for International Corporate Finance of Goldman, Sachs ~
Co. and Director of Goldman Sachs International. Mr. Hormats is
responsible for a broad range of financial activities and set up anew
group within Goldman to provide advice on finance and trade to firms and
governments to help them develop strategies on their economic needs.
Mr. Hormats has previously served as Assistant Secretary,of State for
Economic and Business Affairs, Deputy U.S. Trade Representative, and
was Senior Staff Member for-International Economic. Affairs on the
National Secur ty Council from 1974--77. Mr. Hormats addressed a most

Mangosutho Gatsha Buthelezi, leader of 7 million Zulus and Chief
Minister of the Kwazulu Legislative Assembly addressed the DCWA on
November 25, at the Plaza of the Americas. Chief Buthelezi's stand
against anti-?apartheid sanctions supposedly influenced President
Reagan and Prime Minister Thatcher into opposition of sanctions. The
Chief believes that the principle behind the sanctions are "a noble idea"
but it would negatively affect the black South Africans it was intended
to help. Despite the controversy over his opinions, Buthelezi is
considered a moderate who feels non-violent tactics should be followed
to create equality for blacks dominated by a white government. Extra
security was required for Buthelezi's visit but members were able to
talk with the congenial Chief after lunch. Thanks to Gwen Pharo for
helping to coordinate the arrangements ne~~ssary for this successful
program.
The Honorable Robert M. Gates addressed a Council audience of
300 people on February 3, at the World Trade Center. The topic, "War by
Another Name", covered tactics used by the Soviet Union to undermine
the United States. Dr. Gates spoke on various ways the USSR utilizes
Third World countries by inciting violence and disorder and weakening pro-
western governments. Dr. Gates provided examples of how the USSR
is involved with terrorist activities around the world. Since he was
nominated Director of the CIA the day before he was scheduled to speak
to the Council. there was some concern that his itinerary wouldn't allow
for a stop in Dallas. However, everything went as planned and we
appreciate Dr. Gates taking the time to meet with the Council membership.

BOOK REVIEW
Fidel: A Critical Portrait by Tad Szulc (William Morrow and Company, Inc.
1986), 653 pages.
Objective view of Castro's life story up to the present. The book
tells of the politics involved in Cuba, how Castro started the revolution
and his personality. Szulc had numerous interviews with Castro, who told
him: "You may paint me as a devil so long as you remain objective and you
let my voice be heard." In the interest of being objective, Szulc
interviewed not only those who had known and followed Castro since before
the revolution but also people who had turned against him.
Szulc is recognized as an expert on Latin America. As a reporter
working for the New York Times, he broke the Bay of Pigs story.
Note: Castro is interested in opening trade relations with the United
States. The insights into Castro's personality presented in this book
would be helpful to anyone who expects to do business with Cuba.

For 34 years, the Dallas Committee for Foreign Visitors has provided
services for people who are visiting the United States. The Committee
plays an important role in a city that is constantly receiving
international people and business. The DCFV offers a chance for Dallas
area citizens to make friends with people from all over the world.
Volunteers enjoy showing off the city and helping out if a problem
arises. The Language Bank is frequently used for visitors who
don't speak English and translators are needed, but volunteers don't have
to be bilingual.
Welcome to the Dallas Council on World Affairs. We hope this
newsletter has been informative and you decide to participate in many of
our programs. The Council is proud to be able to obtain such noted
speakers, especially when the topic and the person are currently in the
news. Speakers such as Dr. Robert Gates, who had recently been appointed
Acting Director of the CIA, and Cardinal Jaime Sin, who was an important
figure in the Philippine elections, are an example of the Council's
interest in current events. We expect many momentous speakers in the
future and hope you will attend these programs. Your involvement is

DALLAS INTERNATIONAL CONNECTIONS
The Dallas Council, in cooperation with the Dallas Committee for
Foreign Visitors and the Consulate and Trade Offices of the World Trade
Center, Invites the public to an open house celebration providing
international exhibits, entertainment and refreshments. The open house
will be on April 5, from 3 ~ 6 p.m. at the World Trade Center in The Hall

Les Femmes du Monde had another successful year at the Annual Benefit
Sale. The 1986 Sale proved to be the record year. Les Femmes du Monde
members spent a`~ year gathering donated items (there are no limits as to
what can be donated, as long as it doesn't move on its own and must be
laundered). The Committee spent months of planning for the sale, set up
and arranged all the items and then conducted the sale for four days. The
work these ladies did was magnificent. Thank you Les Femmes du Monde end
congratulations for ali the wonderful work you've done.

Mrs. Kern did a great ,fob as General Chairman and her involvement
with the sale, Awerds Dinner, and Council meetings will not be forgotten.
A big welcome to Mrs.-Frank Blue. We look forward to having her as
General Chairman for 1986/87.
On Thursday, March 12 at the Adolphus, Les Femme du Monde Committee
will host their annual award dinner benefiting the speaker's fund of the
Dallas Council on World Affairs. This year the Committee is honoring'Ruth
Collins Sharp, a member of, the Dallas Council on World Affairs and one of
the most outstanding women of Dallas. The speaker at the dinner will be
Dr. Sarah Waddington of Austin whose topic will be. "Some Leaders are Born
Women". __

Beth Sabo, Council'Director of Development and Education, married
Erik Huddleston on January 9. The couple is now living in Austria and we
send them our best wishes via Air Mail.
The Meadows Foundation has enabled the Council to continue the
Distinguished Lecture Series. The DLS obtains noted speakers for Dallas
area schools and colleges to educate students on topics of international
importance. The series has reached so many kids and we are grateful for
the support of this foundation. Some of the subJects covered by the
speakers are: International Trade, The Office of the President, The
Nature of Modern War, Cultural Exchange, The American Indian, NATO,
U.S./Latin American Relations. Call the Council office at 748-5663, if
your school is interested in this program.
The Model United Nations Organization is having a model U.N.
conference on April 25. The conference is designed for college and
highschool students who will be role-playing delegates from different
countries. Participants will be given a topic for a specific country they
will represent and experience, first hand, the importance of public
speaking, negotiation techniques and cross-cultural communications. The
Council is co-sponsoring this conference with Southern Methodist
University, The Dallas United Nations Association and the Dallas Community

Howard Van Zandt, a noted authority on
Japanese business and a professor emeritus
of business at the University of Texas at
Dallas, died January 30 after a heart attack.
Professor Van Zandt was a speaker in the
Council's Distinguished Lecture Series and
spoke on a variety of topics involving
Japanese trade, management methods and U.S.-
Japanese relations.His first hand experiences
while living and travelling in Japan provided
many interesting stories on Japanese culture. Mr. Van Zandt was also a
business consultant and wrote Pioneer American Merchants In Japan, a book
published in 1980.
The Handicapped Student Services of the University of Texas at
Arlington would like your help in meeting their goal of providing special
wheelchairs needed for competitive games. Each chair costs ;1650 and we
would like to donate at least one chair. Please make your check payable
to the Dallas Council on World Affairs. Donations will be forwarded to
the Texas Junior Wheelchair Team. The donation will be made in the
Council's name and will allow us to sponsor a child in the track and field
events.
