Dear Dr. Pierce:
This is to confirm arrangements for the Deputy Director of Central
Intelligence Dr. Robert M. Gates to speak at the National War College on
Wednesday morning, 10 December, at Arnold Auditorium, Ft. McNair. You have
requested that the Deputy Director be at the main entrance at 0810.
According to Admiral Addams' letter, the speech is to cover the
relationships between the Intelligence Community and national security
policymakers. The suggested format is 30 minutes of remarks followed by
a 15 minute coffee break and then a 45 minute Question and Answer period.
Adjournment is scheduled for 1000. A microphone and podium will be
available. We would appreciate your taping the speech for our historical
records. Per our conversation, all students are cleared for TOP SECRET
information and all remarks are held in the strictest confidence. As you have
agreed, foreign nationals attending the University will not be allowed to
attend the session.
Please send biographic material on those individuals that Dr. Gates will
be meeting and any other pertinent information on arrangements. Enclosed is a
biography and photograph of the Deputy Director in case you need them. I am
looking forward to working with you in preparing for this event.

I am pleased to learn from Dr. Al Pierce that you have
agreed to address the students and faculty of the National War
College on Wednesday, December 10, 1986, from 8:30 to 10:00
a.m. Your presentation on the relationships between the
intelligence community and national security policymakers will
make an invaluable contribution to our two-week course on
national security decisionmaking. Our standard format is for
the speaker to make about thirty minutes of remarks, after
which we will take a short coffee break, followed by a question
and answer period until 10:00 a.m.
The National War College has a well-established policy of
holding all remarks in presentations such as yours in strictest
confidence. This, we believe, permits the speaker to discuss
his subject more freely and candidly.
Please complete the enclosed form, so that we can provide
the necessary administrative support of your visit. I would
appreciate it if you would send us a copy of your current
biography in order to acquaint the student audience with your
experience and background.
