Thank you for your letter of September 29, accepting our invitation to
participate in a Hoover Seminar on the afternoon of Monday,
November 24. If acceptable to you, may I schedule you for 3:00 p.m.
in roan 130 of the Herbert Hoover Memorial Building. For your
convenience, I enclose a map with the location of the Memorial
Building highlighted in yellow; it stands next to the Hoover Tower.
I have asked Dr. Dennis L. Bark, Senior Fellow and director of our
National Security Affairs Program, to introduce you. Dr. Bark has
kindly agreed to do so. As you know, Dr. Bark is an expert on
national security and the most appropriate person to introduce you.
In answer to your questions about the format, participants and
introductory remarks, I would like to let you know that the format is
informal and the participants are members of the Hoover staff and
Visiting Scholars here. The seminars normally run for about an hour,
and the speakers usually open with a few introductory comments of
about ten to fifteen minutes. Questions and answers follow. Judging
by past seminars, the participants will ask questions on topics other
than those addressed in the introductory remarks.

Institution and participate in a Hoover Seminar. Should you wish to

At the suggestion of Arnold Beichman, I would like to invite you to
visit the Hoover Institution to participate in one of the Hoover
Seminars as your schedule may permit.
Within the framework of our Domestic and International Studies
programs at the Hoover Institution, the Hoover Seminar has been an
occasion for prominent guests in the executive branch of government
and our scholars to meet and exchange views on current policy matters.
We believe that the Hoover Seminar is playing a major role in the
relationship between scholars and the nation's decision makers, whose
dialogue is so crucial to responsible decisions in government today.
Members of the administration who have participated in the Seminars
thus far include, among others, Attorney General Edwin Meese III,
Secretary Caspar Weinberger, Director of Office of Personnel
Management Constance J. Horner, former Deputy Secretary Darrell Trent,
Science Advisor to the President George A. Keyworth, Director of the
FBI, William H. Webster, Director of Central Intelligence, Willam J.
Casey, former Attorney General William French Smith and commission on
Civil Rights Chairman Clarence M. Pendleton, Jr.
The Seminar's format consisting of an informal morning or afternoon
discussion with the Institution's scholars is deliberately flexible.
It is designed to afford our guests the opportunity to become
acquainted with the Hoover Institution and to be a stimulating and
enjoyable occasion.
Because the Hoover Institution is a non-profit organization, under
Section 501(c) (3) of the Internal Revenue Code, we understand that
transportation here can be made at government expense. Alternatively,
it may be made at our expense if our guest prefers. The Institution
would pay all costs as needed for lodging and meals of our guest.

This is to confirm arrangements for CIA Deputy Director Robert M. Gates to
address the Commonwealth Club of California, Tuesday, 25 November, at the
California West Room of the St. Francis Hotel in San Francisco.
The reception is scheduled for 4:30 p.m. and his speech titled "War by
Another Name" at 5:15 p.m. The proposed format is 30 minutes of remarks and
30 minutes of Questions and Answers. Adjournment is scheduled for 6:15 p.m.

The Commonwealth Club of California is pleased that The Honorable Robert
M. Gates, Deputy Director of Central Intelligence will address invited
members on the topic, "War By Another Name" at a reception in the
California West Room of the St. Francis Hotel in San Francisco on Tuesday
evening, November 25.
The schedule will be: no-host cocktails 4:30 p.m. to 5:15 p.m. Deputy
Director Gates will be introduced and speak from 5:15 to 5:45 p.m. and
from 5:45 p.m. to 6:15, he will be asked to respond to written questions
from the floor. The meeting will be adjourned at 6:15 p.m.
As agreed, the following conditions will obtain:

2. There will be up to approximately 150 people.

After ten years on Capitol Hill, most recently on the Senate
Committee on Foreign Relations, I have become the new Executive
Director of the World Affairs Council of Northern California.
It was a privilege for me, during my years on the Hill, to work
closely with people in the Agency. I value the friendships I
made and appreciated the professionalism with which I was treated
by your personnel.
It would be my hope that I might entice you to come to San Fran-
cisco to speak. The Bay Area International Forum (BAIF), made
up of senior executives of the major Bay Area corporations and
financial institutions, might provide the right audience for you.
The meetings of this Council-affiliated organization are off the
record and conducive to an in-depth exchange of views.
If, in principle, you would be prepared to come west, I would
appreciate a contact in your office with whom I might arrange
specific scheduling for sometime this fall.

Invitation to Speak
Casimir "Cas" Yost, currently on the staff of the Senate
Foreign Relations Committee, will soon be leaving the committee
to become executive director of the World Affairs Council of
Northern California which is based in San Francisco. Cas asked
me to see if you would be receptive to receiving an invitation
to speak to the council's corporate group. This group is
composed of senior corporate executives from the Bay area. The
meeting would be private, probably over dinner or lunch. Cas
would want you to speak to the general topic of a global
overview of national security trends.

Dear Frank,
I have a hard time committing to be out of town
and that's why I haven't responded to the invitation
you forwarded from the Secretary of the Commonwealth
Club to address a Special Event in November or
December. It is now clear that I will not be able
to take any further trips out of town until sometime
next year.
My deputy, Bob Gates, will be in California the
last week in November. He will be speaking to the
World Affairs Council at lunch on November 25th. He
would be available to speak to The Commonwealth Club
on either the 24th or the 26th at lunch, or perhaps
on the evening of the 25th, although I understand
The Commonwealth is a luncheon club. Bob does a very
good job in talking intelligence and national security
matters to business groups and I would like to see him
exposed to the San Francisco business community.
Sophia joins me in sending our best to Jean and
to you.

On behalf of The Commonwealth Club of California, it gives me great
pleasure to renew our invitation to you to address our members at a
luncheon in San Francisco on a mutually agreeable date.
Since you have previously addressed the Club, in 1972, 1982, and 1984,
you know that, since its founding in 1903, The Commonwealth Club has
been dedicated to the impartial study of significant public issues and
has offered its podium to national and international figures to
present their views. A list of some of those who have addressed
the Club since 1903 is enclosed.
Our usual format calls for a half hour talk followed by a half hour of
questions from the floor. We would invite approximately 100 Club
members, all of whom will be U.S. citizens. Members gather at noon,
eat between noon and 12:30, at 12:30 there is a brief introduction, you
would speak until 1:00, followed by the half hour of response to
questions. The program would be over at 1:30 p.m. precisely. There
will be no media representatives at this program.
We look forward to hearing from you and welcoming you to San Francisco
as your schedule permits.

The Commonwealth Club of California
Information for Invited Speakers
MEMBERSHIP: More than 14,000 men and women from throughout the United States and abroad
are members of the Commonwealth Club of California. Most reside in the San Francisco Bay
Area.
PURPOSES: The Commonwealth Club was founded in 1903. It is dedicated to the impartial study of
significant public issues and offers its podium to national and international figures to present
their views on vital issues of broad public, political and cultural concern or interest.
SPEAKERS: The Club has welcomed most U.S. Presidents since its founding, as well as many other
heads of state and distinguished leaders, scholars, and opinion-makers from around the world.
FINANCIAL ARRANGEMENTS: The Commonwealth Club is a nonprofit, educational organiza-
tion and is unable to offer honoraria or expenses to its speakers.
RADIO BROADCASTS: Commonwealth Club addresses are broadcast live over the nationwide
National Public Radio satellite and by tape on more than 120 commercial stations in 14 states
across the country.
PRESS: The Commonwealth Club enjoys an excellent working relationship with local and national
press in the San Francisco Bay Area. When appropriate, the Club will arrange for news
conferences, local radio and television appearances, and interviews. When materials are made
available in advance, promotional releases will be issued to the news media.
PUBLICATION OF ADDRESS: Extensive summaries of speeches made to the Commonwealth
Club are published in the Club's weekly publication, The Commonwealth, which is distributed
to the entire membership, and to schools, universities and libraries worldwide.
