NOTE: Regarding AID, NSC, and USIA,
they are not usually included in the
dinners. Mr. Whitehead works closely
with them at State and invited them
to his dinner on 4 March, and Mr. Gates
invited NSC last evening for the same
reason. I checked with Mr. Wright's
office to see if they should be included
on a regular basis, and was told no,
the group should be kept to the
deputy agency heads, with the option,
of course, to include others like
the above if circumstances warrant.

SUBJECT: 16 April 1987 Dinner Hosted by Mr. Gates
(Cocktails at 6:30 in the DCI Conference Room)
(Dinner at 7:30 in the Executive Dining Room)
As we discussed briefly this morning, Mr. Gates would like dinner
menu No. 1 (veal) for the 16 April dinner (dinner menu No. 3 (red
snapper) for his 14 April dinner). He would like to use round tables, if
at all possible. At the present time, we are expecting 18 to 20 people
for cocktails, and 17-19 for dinner.
Mr. Gates would like to have some small, light hors d'oeuvres with
cocktails in the DCI Conference Room. The "bar" will be on a rolling
cart; hors d'oeuvres will be placed on a table or credenza in the
Conference Room.
Mr. Gates would like to have after-dinner drinks offered - your
choice.
He has no special preference in liquors (although I do know he likes
Jack Daniels), so I'll also leave that up to you. Should also have
Perrier on hand, and some good sherry.
Choice of bread, rolls, muffins, etc. is also up to you. The
burgundy tablecloths and fresh flowers sound lovely.
FYI: from the Agency's Historical Intelligence
Collection office will be doing a 15-minute program in the Conference
Room at 7:00 p.m.

The craft of intelligence has been in existence a long time. Philip
KnightlAy's new book on the subject is entitled The Second Oldest Profession.
There are artifacts indicating as much, such as the tablet of about 1370 BC.
on which a prince of the Hittites instructs his emissary: "Bring me back
reliable information."
Since CIA as an institution has not yet reached its 40th birthday, its
artifacts are of much more recent vintage. Moreover the oldest we have are
not, strictly speaking/intelligence artifacts, though of historical interest
because they illustrate the origins of the present Agency Headquarters and the
biography of our founding father, William J. "Wild Bill" Donovan.
Originally the land hereabouts belonged to the Lee family: hence,
Langley, short fOr "land of the Lees". Early in the Civil War what is now
Agency property was occupied by Vermont infantry regiments, shown in the
photographs, with Pennsylvania units headquartered a few hundred yards Up the
road on Georgetown Pike.
Among the personel effects of Wild Bill in our possession, courtesy of the
Donovan family, are his uniform belt from his days with the .New York Cavalry

before World War I; 45,-caliber bullets issued to him during that war when he
served with the "Fighting 69th" Regiment; a monogramed shaving kit; and a
straight razor. A doughboy from the 69th remembered that at one point during
the battle of the Meuse-Argonne: tape- of dowikbo7 s4yit:11 11't4
"I found Colonel Donovan on the first ridge... He was sitting in a shell
hole, cool as a cucumber, while his barber tried to shave him... I don't
know how he got through that shave without getting his throat cut.. .The
barber was shaking like a leaf because shells were falling all around."
Donovan did get through the shave and won a medal of honor at the
Meuse-fOoonne.
In World War II Donovan, now a General, was Director of the Office of
Strategic Services. His telephone extension in the OSS headquarters telephone
directory was 600 - an inevitable reminder of the casualties of World War I.
As battalion commander, he saw 600 of his 1000 men made casualties in 4 days.
Of the 3500 men in the regiment who sailed to France from New York, just 600
were able to stand muster at the Armistice. Much of his interest in
unorthodox warfare, and the weapons developed for it, represented his search
for some alternative to the carnage of trench warfare he personally had
experienced.
Stanley Lovell, the Chief of OSS Research and Development, gletL-1-4 most
of the weapons and devices of unorthodox warfare illustrated in the OSS

brochure. Donovan called him -643-. Moriarty, after the evil genius of the
firaf2,,Ga f
Sherlock Holmes stories. One of-. Moriarlty's creations was the silent,
flashless, smokeless, 22-caliber pistol. Another invention illustrated in the
brochure was named after the famous actress Hedy Lamarr - for reasons that

need not detain us. HHeddy" had rather the opposite characteristics from the
pistol - full of noise, smoke, and flash, but causing no damage. An agent
could use this to escape a tight spot. In more recent times counterterrorist.
teams have used it to gain entry to a highjacked plane on the ground. One of
Donovan's biographers, Richard.Dunlp, claims that Donovan used a briefing of
the Joint Chiefs of Staff as the opportunity to demonstrate Heddy - much to
the astonishment of the high-ranking luminaries present.
After World War II, we learned quickly that the Soviet Union was employing
a variety of sophisticated spy devices against its former allies. At first
the* tradecraft was fairly primitive. Thus the camera taken from a Soviet
agent in Korea in 1948 was quite effective.for its time, but dad not do much

to protect the agent. Quite clearly the Cyrillic letters on the camera
identify not only the factory in the Ukraine it came from but the NKVD agent -
the predeceor of the KGB - who owned it. Other gadgets, such as the
listening devices placed in the seal of the Embassy in Moscow in the 1950's
and in the heel of a US Ambassador's shoe, showed a greater degree of
sophistication.

Other countries' service's also developed items for use in trying
circumstances. This elegant cane from India is capable of firing a single
45-caliber shell with the aid of a trigger concealed in the metal collar.
Allen Dulles was our longest tenured DCI. Artifacts associated with his
leadership include the model of the U-2 developed by CIA in cooperation with
the Air Force, and a pod launcher from a U-2 stationed in Taiwan. Others
include medals presented to Dulles as DCI and his own CIA identification card
- next to his OSS ID card. Finally we have insignia prepared for but never

issued to the Bay of Pigs brigade.
My selection of post-Dulles artifacts is relatively limited due to present
classification restrictions, as can be inferred to some degree by what is
shown. Che Guevara's flashlight was obtained when he was captured in Bolivia
in 1967. It is of course an Eveready. We also have the original of his diary
in Spanish, but that has not yet been declassified even though a version of it
has been translated and published.
Similarly, there is documentation connected with the defection of Stalin's
daughter that same year which I have been advised not to show publicly. I
hope the portion of her letter, requesting asylum - in which she identifies
herself as Stalin's daughter and relates how only recently shehad learned
,
that her mother committed suicide - will interest you. Her farewell letter to
her children - both the Russian and the translation are in her handwriting -
suggest li5rg that one day she would want to return to the Soviet Union to see
them. So she did, but did' not remain and now 1 ivp in Innel
Finally, I call to your attention the bronze plaque presented to Mr. Casey
at his last public appearance as DCI, in Philadelphia this past December. The

plaque honors a graduate of that university, but also other Agency employees,
under cover, who died with him in the bombing of the US Embassy in Beirut in
April 1983. In the final two paragraphs of his speech, Mr. Casey takes note
of the multiple honorees.
(Then follows a three-minute video tape of the last portion of Mr. Casey's
speech, and La Salle alumnus Frank Blatcher's compliment to Mr. Casey.)
As Frank Bl atcherl s words suggest, it is not only the bronze plaque, but
the videotape of Mr. Casey's speech that we will preserve with honor in the

NOTES ON MENU FOR #2 Dinner 16 April
Choice of brand names for good liquor - they are running short on
bourbon, gin, and scotch. Any favorite brands, besides the Jack Daniels?
small light hors d'oeuvres with cocktails in DCI conference room
head table will seat 8 in a U shape so head table folk can easily see
everyone else.
If BG goes for the veal, may choose asparagus for the vegetable. The
steak is nice, but it's hard because everyone likes their steak done a
different way. Suggest the veal menu, and Bob can choose one of the
other menus for his 14 April dinner. Can mix and match, of course.
Bread and rolls, have a choice of two things - rolls, muffins, perhaps
the brioche they have recently been making that is quite good.
Should have on hand some perrier water, and some good sherry. Any
preference?

of cigars?
