Carnegie-Mellon University, CIA is establishing a distinguished
guest speaker program in the fields of science and technology.
I would be pleased if you would lead off this new series by
addressing Agency personnel on 3 March at 0930 on some of the key
issues in the S&T area, as you see them impacting on our mission in the
next decade or so. The suggested format is a lecture of 35 to 45
minutes, followed by a 20 to 30 minute question period.

1. The Science and Technology Institute of the Office of Training
and Education, Directorate of Administration, has been successful in
obtaining The Honorable Erich Bloch, Director of the National Science
Foundation, as a guest speaker. Mr. Bloch is scheduled to address
interested Agency personnel at 0930, 3 March in the Headquarters
Auditorium.
2. As was the case when we had Dr. Zbigniew Brzezinski as a guest
speaker last year, I would like to bring Mr. Bloch to your office at 0900
for introductions and photos. We could proceed from there to the

Just wanted to thank you for a delightful time in Los
Angeles and San Diego. The game was obviously a great
experience (the smell of the crowd, the roar of the grease
paint and all that). The dinner with as also a
special treat. All in all, it was a great weekend and I
appreciate your making it.possible.
Also, thanks for setting up the morning at the Times
Mirror. I felt there was a good opportunity for constructive
dialogue at all three meetings.
I enclose a copy of the final version of the Soviet speech
as delivered in Dallas and in Hawaii. It has gone down well
and has gotten some circulation here in Washington. As for the
press, only the Washington Times has taken any note of it so
far, although we have made it available to a number of others.
I guess it is not a particularly welcome message.

THE SELECTION OF MIKHAIL GORBACHEV AS GENERAL SECRETARY IN
THE SPRING OF 1985 SIGNALED THE POLITBURO'S RECOGNITION THAT
THE SOVIET UNION WAS-IN DEEP TROUBLE -- ESPECIALLY ECONOMICALLY
AND SPIRITUALLY -- TROUBLE THAT THEY RECOGNIZED WOULD SOON
BEGIN TO HAVE REAL EFFECT ON MILITARY POWER AND THEIR POSITION
IN THE WORLD. DESPITE ENORMOUS RAW ECONOMIC POWER AND
RESOURCES, INCLUDING A $2 TRILLION A YEAR GNP, THE SOVIET
LEADERSHIP BY THE MID-1980S CONFRONTED A STEADILY WIDENING GAP
WITH THE WEST AND JAPAN -- ECONOMICALLY, TECHNOLOGICALLY AND IN
VIRTUALLY ALL AREAS OF THE QUALITY OF LIFE.
AS A RESULT OF THESE TRENDS, THE POLITBURO RECOGNIZED THAT
THE SOVIET UNION COULD NO LONGER RISK THE SUSPENDED ANIMATION

Air University at Maxwell proposing a ''Conference on
Intelligence in Senior Professional Military Education." I am
quite willing to support the proposed conference and even
accept the invitation to be the keynoter. However, before
going further, I want to make sure you are aware of the
proposal and that you and DIA also are supportive or at least
have no objections.
CIA plays a supporting role at the National Defense
University and Service War Colleges. I believe the primary
role concerning intelligence at military schools belongs to DIA
and the Defense Intelligence College. Before going forward, I
just want to make sure you are aware and involved.

SUBJECT: Proposed Conference on Intelligence in Senior
Professional Military Education
1. It is abundantly clear that the great majority of students
entering our senior service schools are not well versed in the
capabilities and limitations of intelligence, national or
departmental. More often than not, their knowledge runs from
rudimentary at worst to imperfect, and perhaps skewed, at best.
While they are exposed to intelligence during the student year,
the exposure--particularly as it pertains to national- securi;:y
and to war-fighting--varies from school to school. Much of the
input necessarily focuses on problems that are "service-unique."
2. This situation strongly suggests the need to develop a joint
approach to the role of intelligence in senior PME and to examine
the possibility of improving still further the intelligence
support provided to our senior schools. A conference of the
intelligence advisors/representatives and the deans of National
Defense University and the Army, Naval and Air War Colleges would
constitute a major step in meeting these objectives.
3. We propose, therefore, that the first such conference be
convened in late April 1988, preferably at a secure facility in
or near Washington, or failing that, at the Air University's
Wargaming Center, Maxwell AFB.
4. In addition to the intelligence advisors and the deans of the
senior schools, we would propose also to include the dean of the
Defense Intelligence College. We would also invite, as speakers
and observers, senior officers from the national intelligence
community and the service intelligence chiefs.
5. The conference would concentrate on the following topics:
a) Intelligence support functions common to all the
schools and those that are unique;
b) Intelligence briefing programs: who briefs on what
and when; are there significant areas not being treated;

c) The critical role of intelligence in wargaming; the
nature and extent of "red-side" and third-world input;
deans;
d) Intelligence in the core curricula----t_',-he v: of Lhe

of service intelligence chiefs and national community
representatives.
6. Three days should suffice for the conference. We anticiapte
attendance by 15-20 full-time working participants, and about
6-10 guests.
7. Unless you direct otherwise, we will proceed with
arrangements for the conference.

The attached has been passed to me by a very experienced
and senior member of several DoD advisory panels. I suspect
that what he says is true, that is, there is no one on the arms
control delegations with a comprehensive knowledge of US
defense and intelligence contractor installations and thus in a
position to advise the negotiators.
I would appreciate your pursuing this, perhaps at a SACG,
by seeing if there is not a need for such a person either in
the delegation or in the arms control loop here in Washington.
Let me know what you find out.

there are several secretaries that CIA carries on itc rr e that
have been assigned to for many years.
3. Once we have this list in hand, I will discuss with the
EXDIR and four deputies the advisability of implementing the
kind of limit that Evan suggests. Please get back to me with
this by COB 19 February.

SUBJECT: Duration of Details to Other Government organizations
1. I mentioned to you and the Director last week that I had a security
25X1 problem case with a young woman who has been detailed to since
1971. I thought that part of the reason for her poor security practices may
have been brought about by the long time she has been away from this Agency.
During a meeting with her today, it became perfectly clear that that is the
case. While I only gave her a verbal reprimand and told her I was
recommending to the office of Security that they perform a repolygraph in the
next 6 to 18 months, I .pointed out that if she had been working within this
Directorate I probably would have recommended dismissal.

2. I recommend that you direct the office of Personnel to look at fixing
the duration of tours to other government agencies. It seems to me four years
should be an outside limit.

SUBJECT: Regarding the Executive Management Session
The Judge and I discussed some of the sourness associated
with the Executive Session and I think have come up with an
option that produces less unhappiness. We would like to
schedule cocktails and dinner earlier on Monday evening and
then after dinner have the is in the Executive
Management Session go to here we can have a bar set
up and have that discussion Monday evening. Then move the
previously scheduled Monday evening session to Tuesday morning,
a session that everyone would participate in. Also schedule a
wrap-up session of about 45 minutes for Tuesday morning. If
there isn't a lot to do Tuesday morning we could even begin a
little later and let everyone sleep in a bit.
In short, the idea is that we would do the Executive
Session in a somewhat more discreet way as an after dinner
session outside of and then continue with the regular
schedule on Tuesday. will--be back around lunch time if you
need ue this or have questions. If not, go ahead and
have make the arrangements to have a bar and ice set up
over at for Monday night.

practice that any recommendation from UDAC that a leak be taken
up with the Department of Justice in the General Counsel's
monthly report has come to the DCI and me. That does not
appear to have happened in this case and we wondered why. Any
direction or recommendation for action to the General Counsel
should be approved by the DCI or me, as I believe has been the
case in the past.

(IUP), Edward Platt, has invited you to be the co-keynote speaker at the
annual Raymond L. Lee Public Affairs Forum on Monday evening 11 April. The
event will take place at the Fisher Auditorium on the IUP campus. An
invitation to be the co-keynote speaker has been extended to Representative
Lee Hamilton. The suggested topics are for you to speak on the "Traditional
Functions of National Intelligence" and Representative Hamilton on "Covert
Action and Congressional Oversight." :The-format awould.-be 20 - 30 minutes of
remarks by each speaker followed by 30 - 45 minute question and answer
period. Dr. Platt does not intend for this to become a debate, but rather a
"reasoned discussion of the various roles of intelligence in a free society."
You could expect an audience of 750 - 1000 students, faculty, and general
public. The electronic and print media will cover the event.
The Public Affairs Forum, established in 1959, provides a platform for
views of contemporary political issues=to-be-aired-before the college
community. Previous speakers have included Ambassador L. Bruce Laingen,
Ambassador Robert B. Oakley, Representative Philip Crane and Representative
Leon Panetta. (See brochure opposite for complete list.)
This looks like a good forum for you to address and I recommend that you
accept this invitation. As yet the University does not have Representative
Hamilton's acceptance, but we understand that-the invitation is under serious
consideration. Another member of one of the Congressional Oversight
Committees will be invited if he declines. Attached is a letter of acceptance

On behalf of the Public Affairs Forum committee, I would
like to invite you to be a co-keynote speaker at this year's
event. The topic will be-"Covert;A-ction and the Intelligence
Function". The forum will take place on Monday evening, April
11, 1988, at the Fisher Auditorium on the IUP campus.
To make participation feasible for our Washington guests, I
charter a twin-engine Beechcraft Kingaire aircraft from Page
Airways, operating out of Dulles International Airport. The
aircraft is fully equipped and carries a pilot and co-pilot. The
schedule looks something like this:
Monday, April 11:
5:00 p.m. - leave Dulles International Airport on Page
Airways for Indiana, Pennsylvania.
5:40 p.m. - arrive Jimmy Stewart Airport, Indiana,
6:00 p.m. - dinner with the IUP President, selected faculty
and students.
7:15 p.m. - press interviews with regional newspapers and
t.v.
8:00 p.m. - presentation at Fisher Auditorium, followed by
questions from audience (written questions).
10:00 p.m. - return to Jimmy Stewart Airfield for return to
Washington, D.C.
10:45 p.m. - arrival at Dulles International Airport
As you can see, we make every effort to minimize your time
away from Washington, D.C. while utilizing your talents for our
presentation. I understand that you are not permitted to accept
an honorarium for your speech, but we will provide your

Director of the Center for International Security and Strategic Studies at
Mississippi State University, Dr. Janos Radvanyi, has invited you or the DDCI
to address the Executive Lecture Forum at either a luncheon or dinner in
Jackson sometime during the months of February or April or a mutually
convenient date. You could expect an audience of 35 - 40 prominent area
businessmen and state government officials. You are also invited to meet with
students and faculty at the Mississippi State University campus in Starkville.
The purpose of the Executive Lecture Forum is to provide Mississippi's
leading citizens with a forum for an exchange of views with high government
officials on critical global security issues. Previous speakers have been
General James A. Abrahamson, Air Commodore Sir Frank Whittle, General
Pierre M. Gallois, French Ambassador Emmanuel de Margerie, and Belgium
Ambassador Herman Dehennin. (See brochures opposite.)
Looking at your heavy spring schedule, I recommend that you decline this
invitation. I do not believe that the DDCI should do this one either. If you
agree, I have attached a letter of regret for your signature.

Thank you for your letter concerning Charlie Allen.
Charlie is indeed most capable and energetic and has been a
very effective National Intelligence Officer for
Counterterrorism.
Only because you are a good friend of Charlie's and the
Agency's do I write simply to tell you that Charlie's
appointment as National Intelligence Officer for Warning is
further affirmation of our confidence in him -- his
capabilities and effectiveness. It is a reassignment that
comes at an appropriate time, Charlie having held his previous
position for more than three years. As Charlie knows, this
reassignment had no connection at all with the controversial
events of the past two years.
I appreciate your obvious admiration for Charlie and your
taking the trouble to write me. And we also appreciate your
continuing willingness to share with us your knowledge and
insights on the difficult problem of terrorism.
