SUBJECT : Counterintelligence
1. When we discussed progress being made on improving counterintelligence
several weeks ago as a high priority, there was agreement o&,,the value of
appointing a committee of outsiders and annuitants familiar with the problem
who could review our programs in their broadest aspects, serve as a source of
creativity and ideas, and also evaluate what already is being done. I believe
there also was general agreement that John Bross should chair this committee.
Other names that have been mentioned include Bill Creeger (former Assistant
Director of the FBI),Earl Richey, . Jack Donnally (fneriy of the Department

2. I recommend that you move. ahead with this committee at this time. The
DDO's detailed plan for improving counterintelligence (as well as other programs)
is due to you this Friday. I believe it would make sense to have at least some
of those who will be on this committee review that plan for its adequacy before
you sign off. Accordingly, I suggest that you get in touch with Bross as
quickly as possible, explain what this is all about, and ask him to serve as
chairman. You could mention the names above as well as other suggestions you
may have. The important thing it seems to me is for them to get started early
enough to review DDO's plan.
