REFERENCE: OL-13086-87, dated 27 March 1987, Subject:
Achievement of Excellence Poster Contest
1. First, let me apologize for the long delay between your memo of
27 March to the Fine Arts Commission (FAC) and this response. A variety
of reasons, including the fact that the FAC was without a Chairperson
for two months, caused a review of your suggestion to be delayed.
2. I have been advised by both the FAC and the Employee Activity
Association (EAA) that, while your suggestion has merit, they are not able
to pursue it at this time. I share your feeling that government employees
often are stereotyped as second best when we are truly second to none. Our
Agency has been successful in many new initiatives because the Congress and
the Administration recognize that the CIA is not the typical government
bureaucracy. We must not lose our edge of excellence.
3. Thanks again for your suggestion. I'm sorry that we cannot act on
it now.

Achievement of Excellence Poster Contest
1. I propose that the Fine Arts Committee endorse an
Agency-wide contest for the creation of a poster that
demonstrates our commitment towards the achievement of
excellence.
2. As we know, at the Agency, every employee plays an
important role no matter how trivial the job might seem,
because someone either near or far is depending on our
commitment to do our job as best as we can. It is mandatory
that we strive for excellence, because of what this Agency
stands for, the preservation of this nation's freedom and to
aid other countries who have the same goal as we, the people of
these United States.
3. Too often on the job, or when interacting with non-
government employees we are made aware of the stigma of the
government employee being second best. For me, this happens on
the construction site when I hear construction workers jokingly
say, "That's o.k., this is good enough, it's a government
job." I realize it's in jest, but it still is irritating when
we try to do the best we can.
4. Therefore, I propose this poster contest to remind us
and to show visitors our commitment towards the achievement of
excellence, because if we fail, who else can we depend on.
