It has recently come to my attention that OS may have plans to
reprogram Security Supplemental funds identified_ for local
guard Programs (LD). .1 hooe this is not the case, because
several OSPS members, including USIA, are engaged in ongoing
discussions concerning 043's intentions governing use of those
funds, and to decrease the total amount available until the
issue is satisfactorily resolved, would cause serious concern.
ms. 3renda Sorague, DS Administrative Officer, met with
reoresentatives of USIA, OIA and USAID on qovember 4, 1995 and
indicated the Supplemental's LGP monies were intended to cover
"enhancements," but would not underwrite increased costs for
agencies other than State where new contracts to enhance the
professionalism of the local guard Programs were involved. It
was our understanding that these LGP Suoplemental monies were
meant to cover the needs of all U.S. Government agencies
abroad, and not just those dr-Ple Deoartment of State. We
believe until this issue is resolved, any reprogram olans would
best be held in abeyance. I hooe you can address this
situation at the next 0501 meeting or sooner, if possible.
