We were requested to submit comments on the proposed revision to DCID
1/16 at the meeting of the Computer Security Subcommittee (CSS) on
November 8, 1979. We do not cite specific sections of DCID 1/16 that
should be changed. Our main concern is that the structure of DCID 1/16
be in two parts. The first part should provide the basic policy, manage-
ment, and responsibilities, and the second part should address minimum
security requirements. These requirements should permit flexibility in
applying the computer security measures so that each individual agency
may adopt the most cost-effective computer security measures. Point
