MEMORANDUM FOR: Chairman, SCI Forum
SUBJECT: Revision of DCID 1/16
1. As you know, we have had Community working groups (including members
of your staff) developing a long-needed revision of DCID 1/16. I believe we
are now at the point at which it is useful to obtain more formal comments from
interested organizations preparatory to NFIB coordination and DCl/DDI
signature. I am, therefore,, forwarding the attached draft to IHC member
agencies for review as indicated.
2. Concurrently, I would like to offer it for review, under your
auspices, by members of the SCI Forum. At your election, their comments can
be sent to you for consolidation or directly to me. In either case, it is
requested that they be available to me by 11 September 1987.

SUBJECT: Draft Revision of DCID 1/16
1. The attached draft of the proposed revision of Director of Central
Intelligence Directive (DCID) 1/16, Security Policy for Uniform Protection of
Intelligence Provided in Automated Information Systems and Networks is
forwarded herewith for review and comments. It is the product of an extensive
effort by broadly-based, interagency working groups operating under IHC
auspices over the past eight months. The purpose of this review is to
crystallize remaining differences, if any, preparatory to forwarding the draft
to the DDCI for consideration. With his approval, it will then be sent to
NFIB Principals for formal coordination prior to signature and implementation.
2. It is requested that your organizations' comments be provided to the
undersigned in writing by 4 September 1987. Correspondence forwarding agency
comments to the DDCI, if required, will be coordinated with all concerned. By
separate memorandum, the SCI Forum has been invited to comment on the attached
draft.
