1. Approval of Minutes
IBSEC-M-106, 24 September 1968
The Minutes were approved as circulated.
2. Johnson Library Working Group
The Chairman pointed out that this Working Group
had been organized as a result of a request from Admiral Taylor,
the CIA Member of USIB. However, after the initial meeting of the
Working Group, it was the feeling of the members that more infor-
mation was required. As a result, the Chairman and
discussed this matter with Admiral Taylor and sought his guidance.
Admiral Taylor pointed out that he wanted the Security Committee
to re-emphasize to the USIB Members that appropriate existing
regulations should be utilized in the handling of materials forwarded
to the Johnson Library.
The Army Member inquired whether or not there are ?
existing regulations and experience for past presidential libraries,
and this was discussed. There are, in fact, extensive records
concerning previous libraries. The AEC Member pointed out that
AEC has done extensive work in the field and furnished the Secretary

with a copy of the AEC documentation concerning this. It was
decided that an appropriate letter from the Director of Central
Intelligence to the USIB Members would be prepared pointing out
the provisos concerning handling of Johnson Library material.
It was further decided that the USIB Members would be asked to
advise appropriate personnel, i.e. , their historians,of these
provisos.
3. Proposal for an Inter-Agency Training Film
in the Field of Personnel Security
The Chairman pointed out that the Agency was
initiating this matter, but indicated that it is the Agency's feeling
that many of the films now in use are, to a great extent, outmoded.
The Chairman further pointed out his awareness of certain restrictions
and reservations which the FBI Member would have concerning this
proposal. Discussion followed, with the Members generally agreeing
that this would be a valid matter to at least look into on a preliminary
basis. The Army Member pointed out that he felt this would be
worthwhile, only if the end product was subtle and sophisticated
enough to be meaningful. The Army Member further pointed out that
because of the extensive "working groups" already in existence he felt
that the designation of an "Executive Agency" to handle this, receiving
input from the other members would be of more use.

Further discussion followed in terms of who the
audience for the film would be; the classification of the film, etc.
In addition, the FBI Member pointed out that there would undoubtedly
be difficulty in 'sanitizing or utilising certain FBI cases.
The Chairman, with the concurrence and recommendation
of the Members, indicated that CIA would be the Executive Agency for
this matter, with
CIA, of Office of Security Training
Branch as the Chairman. The Secretary will assist
in
this, and after the research is completed and the input received the
matter will again be brought before the Committee.
4. USIB Policy Establishing Uniform Security Processing
Procedures for Foreign Integrated and Liaison Personnel
The Chairman indicated that there had been some
objection among the Members to the form designed by an Agency
representative. The FBI Member pointed out that he was opposed
to the form in principal, particularly with respect to liaison
personnel. Mr. Cregar commented he felt the form to be unnecessary.
The State Member stated that the Department of State would recognize the
form, with the proviso that only what information as could be obtained
would be submitted. After discussion, the Chairman stated that the
form would be utilized only for submission to the CIA of record infor-
mation. He further commented that it would be pointed out to the

Members that the form, per se, is only an informational guide,
and not a reporting requirement.
5. Classification of Information Derived from Telemetry
The Army Member initiated a brief discussion of this
matter, indicating that the Army wished to know whether or not the
paper in question did, in fact, set up a basic paper in terms of
mechanical compartmentation or rather stressed further the "rules
of need-to-know. " The Chairman indicated that he felt that the
paper was intended to "tighten up" the "need-to-know" principle
in telemetry information.
6. Computer Security Status Report
Chairman of the Computer Security

Working Group advised that the establishment of this group as a
permanent subcommittee had been approved by USIB and by the DCI.
The USIB Members agreed unanimously, with the Department of
State setting forth the proviso that the Subcommittee not infringe
upon the charters of the SIGINT, COMIREX and IHC. The Chairman
opened the floor to discussion to the Chairman of the Subcommittee,
and it was unanimously decided that would continue as the STAT
Chairman of the Computer Security Subcommittee. The Security
Committee will reserve the right to change the Chairmanship to
another Member Agency at some future date if this is deemed advisable.

7. Security of Data Provided to External Contractors
The Chairman advised that the CIA Office of Security
had recently conducted a survey of this problem for the Executive
Director-Comptroller and indicated that Colonel White had asked
that the Security Committee consider the problem in terms of both
external contractors and non-USIB agencies. Mr. Osborn stated
that he felt the information contained in the COMINT and Codeword
systems to be well protected under existing regulations. However,
he noted that the release of information to non-USIB agencies did
sometimes cause problems.
After discussion, the Chairman asked that each Member
of the Committee explore their own external contracting situation
and report back by 1 December 1968 as to whether or not it was felt
that standards were being met. Mr. Osborn indicated that the Agency
would survey the problem of the non-USIB agencies. The Navy
Member mentioned a specific case concerning a serious breach of
security at a Navy "think-tank."
8. Security Responsibility for the National Indications Center
The Chairman indicated that the Army Member had
raised this question, and after discussion, it was not clear as to?
who does have the security responsibility for the NIC. The Chairman

indicated that he would set up a meeting of himself,
and Mr. Merrill Kelly, Army to explore this.
Discussion indicated that generally speaking, ACSI has security
responsibility for CI investigative support within the Pentagon.
However, NIC does not, at this time, come under the ACSI's charter.
9. Miscellaneous Items
The Chairman indicated that the Provocations and
Harassments paper is now over a year old and commented that it had
been originally intended to update this once a year. He asked the
Members to ascertain whether or not sufficient new information
exists in their agencies to warrant such an updating.
The Chairman again mentioned the annual White House
Counterintelligence report, commenting that it is due in CIA by the
end of November.
The Chairman informed the Members that
author of "Where's What" is being considered for an Agency
award and noted that written comments of the Members concerning
the value of this book would be of use to the CIA Awards Committee.
Mr. Osborn informed the Members that the ARFCOS
paper had been forwarded to the Secretary of Defense by the Director
of Central Intelligence and stated that the Joint Chiefs of Staff is now
looking into this matter.
