In attendance were: Mr. George Herrmann, State Member Capt. Ron Pherigo, Air Force Member Mr. James Studer, Army Member Mr. Michael F. Murphy, Treasury/USSS Member Mr. Robert B. 'Cameron, Navy Member Mr. Thomas Wasczvkowski FBI Mpmhpr 2. The security. level of the meeting was TOP SECRET SI. . 3. DCID 1/16 staffing wiJ. be initiated by the Secretary IAW the following guidance. 1.1. Reissue the March 1976 draft with the changed definition as furnished by CIA and USAF and associated word changes, i.e., SII versus SCI. 1.2. Include the DIA and USAF- paragraphs treating with compartmented ,mode expansion as an attachment. 1.3. Transmit the total document to the Member Agencies and Services for final coordination with vote sheet cover addressing the issue of expanded compartmented mode versus current methodology, and within expanded mode, the DIA or USAF paragraph (as amended verbally during Sub- committee meeting). 4. Discussion of 16 Mar '76 draft of DCID 1/16.: The Air Force member suggested that the Subcommittee proceedwith the staffing of the 16 Mar '76. draft. This draft, prior to circulation, should be amended to include the ? SII version, and inclusion of the Purpose paragraph. The membership agree with the Air Force recommendation. Discussion ensued regarding the editing of the 16 Mar '76 draft,. with the Air Force member recommending the paper be circulated unedited. After considerable discussion of this issue, the State member recommended the draft be edited to include the SII definition and the FBI member secbnd the. motion. The membership agreed on the State proposal. The ?FBI member proposed that the vote Sheet contain explanations regarding. the issues of this draft and this motion was seconded by the Army member. The motion was approved by the membership. The ?CIA requested the DCID 1/16 working group to hold a technical meeting on 25 August 1976 for the purpose of discussing the -definitions of SII and SCI. The working group approved of the CIA request. The Chairman explained that he has been tasked by the Security Committee to prepare an issue paper regarding draft DCID 111.6.. This issue paper will include an explanation of how the issues are going to be resolved. DCID 1/16 will be forwarded to the membership for staffing. Vote sheets will be attached. 5. Discussion of Draft Threa.tAnalysis P.a.)er: The Chairman reported that the working group has 'forwarded its' comments on the Threat Analysis Paper. The CIA and NSA will edit this paper, submit for re-typing, and the Chairman will send the draft to the membership. Attached to the draft Threat Paper will be a vote action from to be filled out after staffing within an agency is complete.
