MEMORANDUM FOR CHAIRMAN, COMPUTER SECURITY SUBCOMMITTEE, SECURITY .
COMMITTEE, NATIONAL FOREIGN INTELLIGENCE BOARD
SUBJECT: Amendment of Computer Security Subcommittee Charter
1. In response to your request that you be provided a coordinated
Army position on the proposal that Attachment 2, DCID 1/11 be amended,
the following position is provided.
2. Army concurs in proposal by the NSA member, CSS, that paragraph 1,
Attachment 2, DCID 1/11, 18 May 76, be amended to read as follows,
addition underlined:
"The Security Committee with respect to computer security shall:
1. Review, formulate and recommend to the Director of Central
Intelligence policies, standards, and procedures to protect intelligence
data stored, processed, or communicated by computer."
3. This concurrence is in conformity with Army automation security
doctrine promulgated in Army Regulation 380-380, 14 Oct 77, which
defines system security as encompassing "the personnel, physical,
communications, electromagnetic emanations, hardware, software, pro-
cedural, and all other security aspects contributing to the protection
of automated systems (hardware and software), site, activity, facility,
or operation as a potential target."
