SUBJECT: Latin America/Caribbean Regional Narcotics Conference (12-14 March
1984)
1. At the invitation of Deputy Assistant Secretary Clyde D. Taylor.
International Narcotics Matters, I attended the Narcotics Conference
from 12-14 March 1984, participating in several panel
discussions on intelligence support for the US international narcotics control
effort. The conference was attended by some 90 participants, over half of
whom were from the field. They included, among others, David Gries,
NIO/Narcotics; Philip Hughes and Captain Nicholas Schowengerdt, USCG, from the
Office of the Vice President (OVP); a number of DCMs and political officers
from Latin America and the Caribbean; several representatives from SOUTHCOM;
and representatives from NSA, DDI/Office of Global Issues/Strategic Narcotics
Branch and the Office of Imagery Analysis. At Attaches is a copy of the
conference agenda and participants in attendance.
2. Of the several narcotics conferences which I have attended, this
particular meeting highlighted the integration of narcotics policy concerns
and intelligence support in a more effective way than any of its
predecessors.
