The CIPC staff has prepared point papers, which are attached for your information and review, on the topics identified by the CIPC members* and staff as critical intelligence problems. 2. While the topics identified represent real intelligence concerns, one must ask whether they are sufficiently critical as to require the attention of the CIPC, the Community, and the DCI. In our view, the strongest candidates for CIPC attention are 3. The next step in setting the CIPC's agenda is critical to the Committee's continued credibility as an effective and valued DCI body. We must avoid giving the impression that we are developing a self-initiated agenda involving ourselves in areas in which we have no business. To forestall this perception, it seems appropriate to discuss the proposed topics with the DCI and obtain his views before engaging the CIPC members in further discussion of the agenda. 4. Therefore, it is recommended that you meet with the DCI prior to the CIPC meeting which would address these candidate topics to: ? Inform him of the Committee members' nominations.
