CIPC Organizational Activities
? The BMD Study was forwarded to the DCI on 12 October for his approval and
promulgation.
Although we do not know if the DCI has appro ed the study, O/DCI
requested on 23 October that we provide t CI a brief summary of the
study's contents for a meeting with Bud Farlane on 25 October (copy
attached).
Through our contacts on the NSC Staff, we know that the White House is
very much interested in the BMD problem. Reportedly, they liked our
study and will encourage the DCI to give the BMD problem maximum
attention and support.
- Also attached is a copy of General Williams' response to the BMD Study.
? The CIPC Meeting is scheduled for 31 October, at 1530 hours--agenda
that we are going to be looking at this problem and has scheduled the
ubject for discussion at a forthcoming MIB meeting. Understand

- In addition, they are not participating in the subcommittee effort to
develop an operational TOR.
- However, do have some positive movements goin on behind the
scenes. has been working with and it appears that
our efforts guiding the subcommittee in the development of their TOR
is paying off. Reportedly, CIA does not appear as threatened b the
subcommittee and its purpose as they were originally and is
attempting to get CIA to participate and concur in the study (draft
TOR attached).
? Personnel
processing is proceeding smoothly. He is scheduled to
be polygraphed on 7-8 November.
Mobile Missile Study:
? On Thursday, 11 October, the panel met to discuss the current status of
its work and to sketch a proposed outline of what else needs to be done,
by whom, and when. It was mutually agreed that most of the foundation has
been well established, and that it's time to get on with the job of
putting thoughts on paper.
- In this regard, and in response to the DCI's request for specifics,
is drafting letters to D/DIA, C/ACIS, NIO/W, C/WSSIC and
NIO/SP requesting a definitive statement of their intelligence
requirements in the areas of targeting, arms control, indications and
warning, and general and technical intelligence.

- Meanwhile, panel members will once again canvas their organizations to
ascertain whether they hold any more briefings which might benefit the
group.
International Terrorism:
? The first meeting of the Terrorism Working Group under
chairmanship is scheduled for 1330, Friday, 26 October 1984. A packet of
materials and a "questionnaire" was sent out by in advance of the
meeting, asking for the working group's ideas on how the report should be
organized, its content, resource problems, etc.

Cruise Missile Study: 25X1
? The majority of responses have been received on Community actions taken
over the past year relating to the CIPC Strategic Cruise Missile Study.
Replies from CIA, Air Force, and WSSIC should be in by 26 October.
Combat Intelligence Analysis: 25X1
? On 15 October, held preliminary discussions 25X1
with senior NSA personnel concerning the CIPC concept paper on combat
intelligence support to field commanders. The meeting included General
Faurer's personal point of contact for NSA on the study and individuals

directly responsible for developing current/projected combat
mission-oriented SIGINT architecture for military commands.
- The meetings were extremely useful for (1) providing us with a frame
of reference (from NSA's vantage point) for an understanding of the
methodology involved, and (2) the complexity of the many interrelated
issues involved, which include future collection systems and
concurrent demands on the analytical process.
Narcotics Activities:
? The Narcotics Working Group met on 24 October to review a final draft
report on narcotics issues for the DDCI. The draft will (1) elaborate on
the coordination mechanisms now in place for narcotics intelligence, and
(2) detail some specific a s in our collection effort. The
A/NIO/Narcotics, will meet with Philip
Hughes/OVP on 31 October to iron out some remaining issues which the
National Narcotics Border Interdiction System (NNBIS) regional
intelligence coordinators have surfaced. Philip has briefed Admiral
Murphy on the progress of the report as well as the recommendations
included in the CIPC Narcotics Study. The report should be ready for CIPC
management review by the end of next week.
? attended the formal dedication of the US
Coast Guard Intelligence Center on 18 October. The Intelligence Community
was well represented at this occasion, and in their general remarks, USCG
Commandant Admiral Gracey, as well as Vice Admiral Venzke, took more than
passing note of the Community's support for the USCG's effort against
narcotics.

MISSION AND FUNCTIONS
The Chemical and Biological Warfare (CBW) Intelligence Subcommittee is
organized as a working level interagency subcommittee under the auspices of
the Critical Intelligence Problems Committee (CIPC), with representatives from
all NFIB agencies.
MISSION:
The mission of the CIPC CBW Intelligence Subcommittee is to assist the
CIPC in its support to the DCI on CBW intelligence matters. The primary
emphasis of the Subcommittee's efforts will be to assess, assist, and
coordinate the Intelligence Community's efforts with regard to foreign CBW
developments, and to assist and coordinate the Intelligence Community's
efforts in the implementation of the recommendations of the CBW report.
FUNCTIONS:
The Subcommittee will function for a period of 6-12 months. Under the
general guidance of the Chairman of the Critical Intelligence Problems
Committee, the Subcommittee will review and make recommendations to the CIPC
concerning the following areas of special concern:
? -the specific requirements and shortfalls associated with CBW
intelligence;
? -current and programmed resources directed against CBW intelligence;
? -options for adjustments which could be accomplished within existing
and/or programmed resources;
? -recommendations for new initiatives which could increase Community
efforts and resources against CBW intelligence;
? -the composition and functions of the interagency CBW committees.
