The CIPC meeting is confirmed for 11 October and there has been no change in attendance--all principals still scheduled to attend. ? The agenda has been forwarded to the members. - Future agendas? ? The Narcotics Report Executive Summary is being finalized in accordance with your comments and guidance. - Hopefully we will be able to get the report to the members by tomorrow, 29 September. ? Work continues on finalizing the Cruise Missile Report. Comments have been received from the appropriate organizations and incorporated into the report. 0 is working with the print shop to acquire a final proof copy for 25X1 us to review. PRC Persistent Intelligence Gaps: 25X1 ? Revisions to the initial draft terms of reference (TOR), as proposed by DIA and the Chairman of the newly-constituted Working Group (WG), were prepared by 25X1 the CIPC project officer. The effect of the proposed revisions roughly doubles the scope of the Working Group inquiry to include three new subject areas: ? All members of the WG have been personally contacted by the CIPC project officer except the Navy and Marine Corps representatives who are both on TDY. Two changes in the membership have been noted: The CIA representative, will be replaced by the assistant to the NIO/EA, pending his recovery from a sudden illness. a substantive expert on the PRC, will join the NSA representative, as an alternate member. ? The inaugural meeting of the WG is set for 1000-1200 hours, 4 October, at All members and alternates plan to attend. Members will be asked to produce coordinated agency responses to items (1) and (2) and recommend additions to item (3). A second meeting of the WG has been scheduled for 17 October, at which time group consensus will be sought on appropriate changes, if any, to the currently approved TOR and the draft outline. WG recommendations will be forwarded to CIPC principals for approval. ? With the administrative details of the WG's establishment beginning to gel, the next planning task will be the division of substantive responsibilities among the membership. Given the breadth of the subjects to be addressed, or without the DIA-proposed expansion, sound organization of the subgroups is deemed essential to the success of the project. CW/BW Future Monitoring Potential: ? Not worked on during this reporting period. Narcotics Projects and Activities: ? After extensive review by the WG, a final report was prepared for the ES/CIPC. The Executive Summary was sent to the DD/ICS for review on 23 September and, upon approval, will be sent to the CIPC members before the committee meeting on 11 October. ? On 22 September, attended the NIO for Narcotics Monthly 25X1 Warning Meeting, chaired by DEA provided an informal briefing on the drug trafficking problem in and 0 briefed the group 25X1 on the status of the Narcotics WG's report. Advance copies of the estimate on the impact of heroin flow interdiction were distributed. The hard copy will be published in the next few weeks. ? ~~ chaired the fourth meeting of the Panel on Use of Classified 25X1 Information in Drug Enforcement. The group discussed several ap roaches to the problem last week which were outlined in an Options Paper. drafted a 25X1 proposed report outline and will submit it to the group for review.
