The next CIPC meeting is tentatively scheduled for 1000 hours, 14 November. - Potential agenda items are: * Recommendations of the Narcotics Working Subpanel on the use of classified intelligence in drug enforcement; * Possible expansion of the China Working Group's TOR. ? The Cruise Missile Study is undergoing final editorial review prior to forwarding to the DCI. We hope to have the review process completed by the end of the week. ? We reported to you last week that) Thad attended a meeting chaired by Stan Moskowitz on the magnitude of civil unrest in the USSR. Attached is an MFR reporting on the results of this meeting. 18 October 1983 DDW-33 ? Potpourri: - Attempting to get enrolled in the DDI Intelligence Assistant Course again. We will be meeting with the working group chairmen early next week to have a what we learned, what would we do different session on 25X1 running working groups. We are hopeful that the China Working Group can learn from the experiences of the Cruise Missile and Narcotics 25X1 Working Groups. We have given) ( the green light to explore the feasibility of establishing a Working Group on East Germany in order to ascertain Intelligence Information Needs on East Germany. Narcotics Projects and Activities: ?I attended the) (Narcotics Coordinators Conference from 11-12 October. The panelists included Bud Mullen, Administrator, DEA, and Admiral Norman C. Venzke, Chief, Office of Operations, USCG. chaired a Narcotics Intelligence Panel together with Special Assistant to the DDO for Narcotics and John Warner , , Special Assistant to the Chief, Office of Intelligence, DEA. The discussion included a review of intelligence production and progress over the past year as well as a description of the role of the CIPC in developing a long-range study for supporting the US narcotics control effort. The Attorney General attended this review and had several questions bearing on the relationship between the Intelligence Community and the law enforcement organizations. ? Written responses commenting on the proposed additions to the CIPC-approved TOR were received from all working group (WG) representatives except CIA, which was gisted telephonically. ? Amalgamation of these responses into an amended TOR has been completed by the working group chairman and the CIPC project officer. The WG wjll meet on 21 October to consider the revised proposals. The product of this session will be passed forward to the CIPC for its consideration. 25X1 ? Other matters to be addressed at this second meeting are revisions to the draft outline that has been circulated for comment and the dele ation of analytic responsibilities within the WG. CBW Future Monitoring Capabilities: ? 0 completed drafting of a discussion paper addressing the potential contribution of establishing a new working group on this subject. The discussion paper, which recommends proceeding to draft a TOR to support a proposal by the C/CIPC to the principals to form such a group, will be used to elicit comments from the substantive specialists in CBW matters within the Community concerning the form and content of those terms of reference. Soviet Civil Unrest: ?
