Early next week, we will advise the CIPC members that there will be no CIPC meeting in December. Will also provide them a status report on the following: Cruise Missile Report (both versions) Narcotics Report China Working Group Progress Pending BW/CW Study Pending International Terrorism Study ? The China TOR has been forwarded to the CIPC members, for information, and for implementation. ? The memorandum to the CIPC requesting the members identify "critical intelligence needs" in response to a DCI requirement has also been forwarded. ? We have completed one of our inputs--Committee accomplishments--to the DCI's Annual Report; the second input--narcotics--is being finalized and will be provided to PPS today. East Germany: Intelligence Information Needs: 25X1 ? It is considered too narrow a focus, and would ignore too many inter-Pact factors. The consensus is that a study based on the Northern Tier countries (EG, P0, CZ) would be most useful from a policy as well as an intelligence perspective. (Eastern Europe or the Non-Soviet Warsaw Pact is believed to be too disparate a grouping for our purposes.) ? These subgroups have me on several occasions, and the first written inputs have been received. We have typed a ten-page initial draft of section. Initial draft Terms of Reference to support a staff proposal to CIPC principals that a Working Group be formed to address this subject were completed and distributed internally within CIPC staff, and informally to selected substantive experts for comment and critique. The TOR, revised as deemed appropriate once this critique is complete, and the earlier discussion paper will then be distributed to CIPC principals and written responses elicited on the utility of the subject for CIPC Working Group attention. Cruise Missile Report: 25X1 ? The Cruise Missile Working Group met on 1 December. The ES/CIPC provided them a status report on the study and advised that it would be tabled at NFIC on 14 December. They were also provided a copy of the sanitized version of the report and tasked to review it to ensure that the sanitization process had not missed anything. Their comments/concurrence on the sanitized report is due by COB 9 December 1983. Narcotics Projects and Activities: 25X1 ? The Panel on the Use of Classified Intelligence Information met to consider a working paper on 2 December setting forth concerns and recommendations which have been discussed during prior meetings. The members were notified that the paper was prepared to prompt them to finalize their positions on the issues. The paper is being revised to reflect the changes discussed and will be further considered at the next meeting within the next two weeks. The members understand that the Panel's report is in its final stages and they are prepared to concur on the issues or footnote disagreements. International Terrorism: 25X1 ? During the past week, visited with NSA and FBI terrorism 25X1 representatives. Both meetings were highly productive. His initial impressions of current Community posture are that at the working level, data is being shared, relations are harmonious, and several different efforts are underway to make coordination more efficient. However, initial indications also point toward a certain "unwieldiness" in the management structure set up in April 82 by NSDD 30. - Initial meetings between VC/CIPC, C/SIGINT, and C/HUMINT have been held to discuss actions which could be taken in response to the DCI's tasking of the CIPC, among others, to look at this intelligence problem.
