The TOR for the NFIP Support to Contingency Operations and Intelligence Support to SDI studies have been forwarded to the CIPC members for their review and concurrence. Their responses are due on 18 April and 21 April 1986, respectively. ? Attached for your information is a copy of the CSEM requirements document that was prepared by OIT. OIT has been very generous with their services. They have provided this requirement document free of charge--it normally would have cost $15-20,000. Also, they have made available for our use an IBM PC to develop a prototype CSEM model--another savings. I strongly support their recommendation that we use a phased approach in implementing CSEM's capabilities. There are two primary actions that still need to be accomplished in order to enhance the acceptance and understanding of CSEM. They are: A critique of CSEM by a Community technical review team. Willi is presently establishing a team to undertake this activity. Of paramount importance in the need for a programmer to develop the software to create a prototype model and demonstrate proof of concept; that is, produce products (in various forms) that managers can readily use to make decisions. Personnel WEEKLY ACTIVITIES & STATUS REPORT FOR THE DD/ICS--15 April 1986 Until recentTy, programming assets were not available unless we were prepared to fund them--approximately $25,000. However, we have now overcome this obstacle. The Career Trainee Program has made available to us (4-5 weeks) a CT- -with a degree in Computer Science to accomplish this task. Ray met with Mark on 15 April. He will review the CSEM material and will let us know by the end of the week if he wants to undertake the programming project. If everything materializes as planned, we will have a workable CSEM model within one-two months, at no extra cost to the CIPC or ICS. Moreover, when the tasks identified above have been completed, and we can demonstrate what CSEM can/cannot do, we will be able to ascertain if we want to proceed further in its development. I'm very optimistic. The more we become acquainted with CSEM the greater potential we see in it. The terms of reference (TOR) have been forwarded to CIPC members. Preparations are under way for the first meeting of the working group, where we want to ensure there is a common understanding of what is called for in the TOR and that progress is maintained to complete the study by its due date--two months from the date the TOR is approved. NFIP Support for Contingency Operations - ? The China follow-up is still proceeding very smoothly. Rich has drafted a strawman version of the report and forwarded it to the task force members on 9 April. The task force met on 14 April and agreed on the main substantive ponts presented. Although a few additional written inputs are outstanding, Rich should be able to complete the drafting by the end of the month without additional meetings. As noted earlier, the SDI TOR has been forwarded to the CIPC members. Rich PPS on 10 April. The meeting went very well. brought Richard and Carlos up to date on the ICS-SDIO relationship and the PPS plan to complete the work on the SDIO requirements by June. Carlos explained how he envisions the CIPC study proceeding and all agreed that there was no inherent conflict between the two efforts. PPS seemed impressed with Carlos's deter tackle the tough issues and Carlos welcomed their offer of assistance once the working group gets under way. ? The TOR for this study has been completed and will be forwarded for your review within the next couple of days. - Tony plans to convene the working group on 24 April to initiate this study effort. - We have scheduled this project to be completed by the end of July 1986.
