CIPC Organizational Activities
? The next CIPC Meeting is scheduled for 22 April, at 1500 hours.
- The meeting material (Terrorism Study) has been forwarded to the
members for their review.
- Copies of the Terrorism Study have also been sent to Charlie Allen, Bob
and we are in the process of forwarding copies to the working
group members.
WP arp also in the nrocess of scheduling meetings for you with
Combat Intelligence Analysis Report:
? There have been no further developments on this issue, except to relate
that the NSA representative will be going to Europe in
the next few months]
He passed on his personal conviction
that the CIPC report, especially as it relates to the DIA
recommendations, should prove to be of significant help in his efforts.
He also extended an invitation to visit him at an appropriate date and/or
time. He feels, however, that the Intelligence Community has not heard
the last of this issue and that he stands ready to assist us in any
further review of the problem.
? Most of the narcotics intelligence community is just returning from the
East Asia Narcotics Conference held in Kuala Lumpur last week 25X1
will be seeing Charlie Allen to review our projected outline for
completing the follow-up study on the implementation of the CIPC Narcotics

FLASHBOARD vs DESIST:
? The Community will soon have to consider the long range development
prospect for each of these systems. Increasingly, suggestions are being
voiced about the enhancement of one or the other. To this point, our
position has been that the two systems are complementary and should
continue to operate alongside one another, at least in the short term.
Our expectation for the long term was that DESIST would prove the more
useful of the two and supersede FLASHBOARD. The IICT Advisory Group on
Information Handling will be looking at this problem.

? On 4 April the CIPC CBW Intelligence Subcommittee met to coordinate its
draft findings which were prepared b As a result of that 25X1
meeting, a revised draft has been prepare . The rus and conclusions of
the earlier version have been retained. In essence, the subcommittee
found a mixed bag; while we know a lot about a few things, we know very
little about a lot of other CBW-related topics. The subcommittee still
believes that steps can be taken to improve the situation including
devising a mechanism for interagency cooperation and coordination.
Moreover, just by implementing the various proposals put forth by other
groups would be a significant step to ensuring efficient use of limited
resources.
CBW Intelligence Subcommittee:
? Copies of the revised draft will soon be forwarded to subcommittee members
for their comments. Telephonic coordination will be requested about a
week thereafter.
