Minutes of the Meeting
The Director, Intelligence Community Staff, RADM E. A. Burkhalter, opened
the meeting by welcoming everyone. He emphasized the importance which he and
Miss Eloise R. Page, DD/ICS, placed on the Committee and the opportunities
before it. He continued, observing that he views the Committee as key in
implementing a new direction for the IC Staff by making it a vehicle for
community coordination, particularly on vital issues. He advised the members
that he had selected some of the IC's best staff officers to provide the
Committee with efficient and effective staff support. Furthermore, he pointed
out to the members that it was their Committee and it should be utilized and
tested to the fullest. He closed noting that the success of the Committee
depends upon their active participation in it. Miss Page seconded RADM
Burkhalter's remarks.
The Chairman, stated that he was looking forward to
chairing the Committee. He noted tat the CIPC Staff stands ready to support
the Committee. The Chairman also stated that he would welcome any
recommendations for future agenda items and that he intended to keep his
promise to each member to hold meaningful meetings, limited to key issues, and
structured in such a way to utilize their time effectively.

International Illicit Narcotics Production and Trafficking
The Chairman pointed out that the purpose of this briefing was to bring
all members to the same level of understanding on this problem. He
acknowledged that some of the members probably had a better understanding than
others; however, he surmised that this probably would be the first time they
had received a comprehensive ?resentation on the overall narcotics
intelligence problem.
also reported that a Narcotics Working Group had been
established under the auspices of the CIPC and that they had convened their
first meeting on 18 March under the chairmanship of Mr. Jon Wiant,
State/INR.
Miss Page noted that the narcotics problem had been referred to her when
she assumed her present duties; however, with the creation of the CIPC she
thought the problem was appropriate for CIPC action. Miss Page also informed
the members that she had opened the Working Group meeting on 18 March. She
charged them to look at the narcotics problem in the broadest way possible and
to include in their Terms of Reference (TOR) the aspects of coordination,
dissemination, overt and clandestine collection, research, analysis,
production and support to the operational law enforcement agencies. She also
stressed that the Group was chartered not only to prepare recommendations, but
also to follow implementation of solutions as they were developed and
promulgated.
RADM Burkhalter noted that the subject of narcotics is one of the top
issues before the Congress today and that the various Congressional committees
are quite concerned over narcotics trafficking.
CIPC Staff, briefed the Committee on the narcotics
intelligence problem, identifying the principal organizations involved in this
issue, providing a background perspective, identifying the roles and
responsibilities of various organizations as stated in Executive Order 12333.
He focussed in some detail on key and critical issues that needed to be
addressed by the Working Group and the Committee.
The Chairman pointed out that the Working Group is in the process of
developing their Terms of Reference. He welcomed members' comments or
recommendations on the key issues so they could be included in the TOR.
Miss Page and MGEN Marks noted that adequate funding does not appear to
have been provided for activities associated with narcotics intelligence.
Consequently the subject is having to compete with other equally high priority
issues. Because of this budgetary situation, managers are faced with what
appears to be large resource constraints in dealing with the narcotics
problem.

CRITICAL INTELLIGENCE PROBLEMS COMMITTEE

Pursuant to the provisions of Section 102, the National Security Act of
1947, and Executive Order 12333, there is established a Critical Intelligence
Problems Committee.
1. Mission
The mission of the Critical Intelligence Problems Committee (CIPC) is to
examine those critical intelligence problems that are referred to the
Committee by the Director of Central Intelligence or the Deputy Director of
Central Intelligence and to recommend specific remedies, including the
restructuring of collection, processing, and production efforts within
existing resources, or through new initiatives requiring reprogramming or
supplemental funding actions.
2. Functions
Under the general guidance of the Deputy Director of Central
Intelligence, the Committee will conduct timely, in-depth examinations of
specific critical intelligence problems to identify:
a. the specific intelligence requirements and shortfalls associated with
the critical intelligence problem under review;
b. current and programmed collection, processing, and production
resources directed against the critical intelligence problem;
c. options for adjustments in collection, processing, and production
efforts which could be accomplished within existing resources, and
the associated impact such adjustments would have on the Intelligence
Community's ability to respond to other priority intelligence needs;
and
d. recommendations for new initiatives which could increase collection,
processing,-and production efforts against the critical intelligence
problem, noting which options would require reprogramming or
supplemental funding actions.
3. Responsibilities of the Intelligence Community
Upon requrest of the Committee Chairman, Intelligence Community
components shall, within established security safeguards, provide information
or materials pertinent to the Committee's mission and functions.
Intelligence Community components will identify critical intelligence
problems for consideration by the DCI or DDCI and possible referral to the
Critical Intelligence Problems Committee via the Director, Intelligence
Community Staff.
4. Composition and Organization
The Committee Chairman will be appointed by the Director of Central
Intelligence.
The Committee shall be comprised of representatives designated by
Intelligence Community principals.
With the approval of the DCI, the Committee Chairman may invite
representatives of other U.S. Government entities with national security
interests to participate as appropriate.
The Committee will be supported by an Executive Secretariat and a small
permanent staff provided by the Intelligence Community Staff.

The Critical Intelligence Problems Committee (CIPC) is organized
as a standing senior interagency committee for the purpose of focusing
Intelligence Community attention and expertise on high-interest,
cross-disciplinary intelligence problems. The Committee is supported
by an Executive Secretariat and a small permanent staff provided by
the Intelligence Community Staff.
Mission
The mission of the CIPC is to examine critical intelligence
problems that are referred to the Committee by the DCI and DDCI and
provide timely assessments and specific recommendations for improve-
ments in the overall performance of NFIP systems, activities and
programs, to include collection, processing, production, reporting,
dissemination and analysis.
Functions
Under the general guidance of the DDCI and D/ICS, the Committee
will conduct timely, in-depth examinations of specific critical
intelligence probems to identify:
the specific intelligence requirements and shortfalls
associated with the critical intelligence problem
under review;
current and programmed resources directed against the
critical intelligence problem;
options for adjustments which could be accomplished within
existing and/or programmed resources, and the associated
impact such adjustments would have on the Intelligence
Community's ability to respond to other priority intelli-
gence needs; and
