JUSTIFICATION FOR COVERAGE OF TARGETS BY MISSION C535C
United States Intelligence Board approved, on 13 October,
coverage of 12 coastal ports of Red China to determine the
location of Chinese Communist submarine forces(1). This
mission will cover the northern half of the target list,
less Wu Chang Ship Yard, which is deep inland up the Yangtze
River. Since past history of Chinese Communist submarine
disposition shows that the entire Chi Com submarine Order of
Battle exists in those ports at Shanghai and north of Shanghai,
a successful mission in this area should account for most
of the Chi Com submarines in port. Weather further south,
to cover the southern ports targeted for submarine search,
is unfavorable for U-2 photographic coverage at this time.

The only known threat to this mission are MIG-21 aircraft in the East China area. The
MIG-21 capability against the U-2 at mission altitude is only marginal. Defensive electronic
systems installed in the U-2 should prevent a successful intercept by an unknown SAM site.
