MEMORANDUM FOR: The Director of Central Intelligence
ATTENTION a Mr
Preliminary Comment on GRC 136, flown
on 27 December 1962.
1. This mission was successful in providing sever-
al items of new intelligence despite the fact that many
targets were obscured by adverse weather.
2. Jet fighter strength at Kunming has been in-
creased. The flight of at least 20 jet fighters to this
field was reflected in communications intelligence on
25 December. The mission confirmed. at least 56 MIG-type
fighters on the field. on 27 December. At least one regi-
25X1A ment of jet fighters--about 30 aircraft--has been based
at Kunming for a number of years. Whether this recent
deployment represents a rotation of units or a permanent
25X1A augmentation cannot yet be determined.. However, there
are some indications in
hat'it may De a permanent .ep yment.
there have been some recent improve-
ments in the Southwest China (Kunming) Air Defense Dis-
trict involving the establishment of two new sub-sector
filter centers.
3. Several barracks areas were disclosed. One at
Mengtzu about 45 miles north of the North Vietnamese
border on the rail line between Hanoi and Kunming con-
tains about 275 barracks. Another at Wenshan, farther
to the east on the Sino-Vietnam border, contains about
230 barracks. These disclosures, together with infor-
mation reported in the North Vietnamese SitSum, indi-
cate that the Chinese have garrison facilities for about
100,000 troops along the southern Yunnan border area be-
tween Wenshan and. Fohai near the Burma border. We esti-
mate that at the present time there are probably about
35,000 Chinese troops in this area. Other smaller garri-
son areas were disclosed at Tung Lo with 164 barracks

and at Kuan Hu with 50 barracks. Both locations are
in the general Nanning area.
4. The rail line between Nanning and. Langson in
North Vietnam was covered as was the section between
Kunming and Lao Kay. Marshalling yards at Kunming,
Pinghsiang, and Dong Dang were covered. The degree
of activity disclosed was at normal or less than nor-
mal levels.
