The purpose of this scheduled activity is not known, but it is believed to be associated with possible forthcoming Northern Fleet naval activity in the western Arctic (see related item this Roundup). From 1 to 12 August 1960, at least si.x. L1102 (Minsk/Machulishche) Tu-16's were deployed to O1enya for probable participation in exer- cises with Northern Fleet naval surface units. That joint IBRA/naval activity took place in the western Arctic at that time is suggested by (1) activity by these LEA Tu-16's under both LEA and naval con- trollers, (2) their use of other than LISA procedures, and (3) their flight over an unidentified target, possibly overwater (Roundups 60-155-05 and 162-02). During their 12-day stay at Olenya, they completed five round-robins into the western Arctic. Logistic support for their operations appeared to have been furnished by one (possibly two) Minsk transports. Similarly, the recent LRA transport schedules may have been in support of the proposed movement of LRA bombers to Olenya. Additionally, the schedule to Severomorsk suggests the com- bined nature of the forthcoming operations. The history of LRA support to naval operations dates to July 1954 when +3d LRAA Belay;. Tserkov Tu-4's/Bull. (Division. L023, inactivated) deployed to naval bases in the Crimea and conducted bombing exercises against seaborne targets (USA 7511, 3/I/RUI:,/R9-61). The unit subordination of the four probable Northwest LRAA. aircraft that possibly flew to Olenya on 3 WY is unknown. If they are LEA Tu-16 ? s, they may be from the Kalinin or Soltsy units.
