SUBJECT: Amendment No. 4 to Contract BC-200, Hycon Mfg. Company,
Pasadena, California, Project OFFLET (AQUATONE)
1. This memorandum contains a recommendation for the approval
of the Project Director. Such recommendation is contained in
paragraph 6.
2. Contract No. BC-200 covers the production and delivery of
the A-2 and B cameras as well as related spare parts and maintenance
spares for the overhaul program. The contract covers both the Air
Force and AQUATONE requirements. Amendment No. 1 provided for the
Contractor to train seven (7) individuals to be furnished by the Air
Force in the maintenance and repair of the A-2 and B cameras.
3. Amendment No. 2 corrected the name of the company from
"Hycon Manufacturing Company" to "Hycon Mfg. Company". The progress
payment article was changed to provide for reimbursement of direct
costs, burden and G&A in addition to that which was originally
allowed, i.e., direct labor, material and/or component parts purchased.
The Amendment also provided for the cost of factory overhaul during
the months of May and June 1956 and for the Contractor to furnish
additional film spools and sets of shipping accessories. Amendment
No. 3 covered the procurement of two (2) A-2 Mount Assemblies.

4. Amendment No. 4 covers the procurement of a Model HR-732
Camera for use with the Art Mounts being fabricated under Amendment
No. 3 for Project Aquatone. This Amendment also provides for
furnishing of a Jumper Cable with the Power Junction Box and two
Tote Box Benches for the Air Force.
5. The target price for this additional work is $10,826.00
with a ceiling price of $11,817.89. The $11,817.89 should be
charged as follows :

This increase results in a revised total target price of $1,912,536.95
and a total ceiling price of $2,087,997.69. The Director of Central
Intelligence previously certified that in accordance with the
provisions of Section (10)b of Public Law 110 that a sum not to
exceed $2,500,000 was available for Contract No. BC-200.
6. Approval of Amendment No. 4 to BC-200 and execution thereof
on behalf of the Agency by the authorized Project Contracting Officer
is recommended.
