MacEachin Director of Soviiet Analysis SUBJECT: Full-time External Training for During the 1984-85 STAT Academic Year 1. Approval is requested for full-time training at the Johns Hopkins'School of Advanced International Studies for GS-09, intelligence officer/economics, for STAT the academic year 1984-85. The training would begin in September 1984 and conclude at the end of the Summer semester of 1985. 2. has been an economic analyst in the STAT l Manpower and Planning Branch ofthe Soviet Economy Division in SOVA since she-entered on duty in October 1981. She plans to pursue coursework in both economics and Russian area studies. Her current duties include research and analysis on intelligence problems in the area of Soviet consumer welfare (Soviet consumption trends and policies) and in the area of foreign labor in the USSR. This program-is designed to enhance her capabilities and prepare her for further development as an economic analyst in SOYA. The proposed program is flexible and well suited for study in economics and Russian area studies, as well as stressing development of superior oral and written communication skills. Both skiliils are essential to the work of any Agency analyst. 3. The estimated cost of tuition, books, and registration fees for the proposed program i s $9,500 to $10,000.00. An outline-of a proposed course of,study is attached. Fall 1984 Macroeconomic Theory--Theories underlying government policies for business cycles, inflation, employment, and economic growth are studied. Probability and Statistics--Presents. basic statistical tools for data analysis. Facility in problem solving in statistical inference and two variable repression and correlation analysis is stressed. Descriptive statistics, probability, and probability distributions are presented and are used in hypothesis testing. Politics of Development in Russia and the USSR, I--Covers three themes in the development of Russian and Soviet society: political leadership and institutions, economic change, and education and intellectual life, by time period. Soviet Foreign Policy Since Stalin--Topics include Soviet.. relations with the U.S., China, Europe, and the Third World; external economic relations; and domestic politics of foreign policy. Economic Development--A seminar on the basic problems of economic development of developing countries and the contribution of contemporary economic theory to their analysis. Topics include national income as a measure of progress, land and resources, population, innovation and enterprise, domestic and international sources of capital, and development planning.
