1. The accompanying correspondence was approved for implementation by Director
Casey on 21 May. The next step, to be accomplished by the Future Information
Requirements Working Group (FIRWG) this summer, is to coordinate the implementation
plan for the continuation of the work begun under the auspices of COMIREX. An updated
version of the information needs, identified as attachment on the basic correspondence,
has already been forwarded to the FIRWG members The FIRWG would appreciate your

SUBJECT: Intelligence Needs Through the Year 2000:
Guidance for Long-Range Planning
1. Action Requested: Your approval of the recommendation in paragraph
4, which will establish a baseline set of future/intelligence information
needs to provide a comprehensive and consistent focus for Community long-range
planning activities.
2. Background:
a. One year ago the Intelligence Producers Council,
through its Future Information Requirements Working
Group (FIRWG), began to support a major COMIREX-
sponsored study to identify intelligence information
needs to the year 2000. Through various stages, the
FIRWG has identified information needs of the
intelligence producers, examined and validated
requirements statements, and assessed the value of
various intelligence collection disciplines to
support those needs. During the review process, the
NIC and a number of other forums have had the
opportunity to contribute to the study. The study,,
designed and assembled by System Planning Corporation
for COMIREX, but considering all collection
disciplines, sets forth: key intelligence questions;
time, geographic, and scenario considerations; and
the anticipated contribution of each category of
intelligence collection. Initially, a baseline for
collection planning for 1984 was developed from a
variety of organizational statements. From it
projections were prepared for three timeframes:
1990, 1995, and 2000. The 1990 projection is

b. COMIREX has begun to apply this material to the
development of simulation problem sets to compare
imagery technical capabilities in the 1990s, and the
SIGINT Committee is using the same material in the
Future SIGINT Capabilities Study to guide SIGINT
requirements through the 1990s. The Chairman, HUMINT
Committee, has al ceived a copy of the COMIREX-
sponsored study. 7
3. Staff Position: The work accomplished by the Intelligence Producers
Council (IPC) to date to support collection planning represents a careful and
thoughtful examination of the global environment of the 1990s and the
intelligence producers' needs. The impact of world conditions (peace, crisis,
conventional war, nuclear war) is taken into account, and sufficient detail is
provided to allow for a variety of planning activities and concept testing.
It has been validated by Community elements through the FIRWG. In effect, the
attachment represents a logical extension of the NITs. The study represents a
singular effort, in the scope and detail presented, for accomplishing all
long-range colleen planning from the same basic set of intelligence
4. Recommendations: In order to establish a consistent approach for
long-range planning, the IPC recommends the following:
a. that the concept of the attachment be approved as the
baseline guidance for Community long-range collection
planning;
b. that the IPC be directed to maintain and update at
regular intervals these statements of future
