Background: South America Division, Office of African and Latin American Analysis, contacted Secretary Dam's office today and learned that they would be happy to receive any materials we could provide quickly, in advance of the Secretary's 1 November trip to Argentina, Bolivia, 3. We have forwarded a package that includes drafts of an NIE on Peru and Memorandum to Holders on Argentina, both still in the interagency process but nevertheless useful. On Bolivia, we included a copy of our latest Intelligence Assessment, Bolivia: Bleak Economic Prospects for a Threatened Democracy. John promised that we would provide him any papers on the general situation in each area and an assessment of any threat to the government at that time. I realize State may have tasked your people separately through other channels and don't want to double task,. but the DDCI would like to make sure that this information is provided to Dam's office.
