Attached for your signature is a memo
responding to Hugh Montgomery's request
for a priority CIA study of underground
economies in Latin America. Both ALA
and OGI have done some work on the subject;
a contract study done for OGI last year
was quite good in assessing the state of
the art. We think a broad DI effort at
this point would not take us much farther
and would not have the kinds of answers
for which Assistant Secreta McCormack is
looking.
