The attached talking points have been developed through the interagency process and are cleared for use. Please distribute to the appropriate offices in your agency. Attachment Talking Points CONFIDENTIAL WITH UNCLASSIFIED ATTACHMENT '6 - &m - /P-) Sanitized Copy Approved for Release 2011/09/27: CIA-RDP89B00224R000401160001-4 Sanitized Copy Approved for Release 2011/09/27: CIA-RDP89B00224R000401160001-4 TALKING POINTS ON CENTRAL AMERICAN PLANS FOR PEACE AND DEMOCRACY The U.S. Position on the Bipartisan Plan and the Guatemala Agreement -- The Wright/Reagan Bipartisan Plan reflects a consensus on U.S. interests in Nicaragua: end of ties with Soviet Union and Cuba; end of subversion and restoration of regional military balance; and bringing democracy to Nicaragua. It provides a realistic approach to achieve a negotiated peace. -- We must build on the fact that the Sandinistas have now signed an agreement that provides for bringing democracy to Nicaragua. This objective is also central to the Bipartisan Plan and is an essential condition for peace in Central America. -- To be sure, there are substantial differences between the Guatemala Agreement and the Bipartisan Plan. But on the key issue of democratization for Nicaragua, the two plans have the same objective. The President, therefore, has welcomed the Guatemala Agreement. On Continued Support for the Nicaraguan Resistance -- The pressure from the Nicaraguan Freedom Fighters is what has moved the peace effort forward to begin with. Only the Nicaraguan Resistance brought the Sandinistas to the negotiating table and only continued pressure from the Resistance offers a chance to negotiate good implementation agreements and then to secure Sandinista compliance with them. Sanitized Copy Approved for Release 2011/09/27: CIA-RDP89B00224R000401160001-4 Sanitized Copy Approved for Release 2011/09/27: CIA-RDP89B00224R000401160001-4 -l- Withdrawal of this pressure would remove all incentives for the Sandinistas to work out the details of either the Guatemalan or the Bipartisan Plan, and would leave the Sandinistas virtually free to violate whatever they agree to. Hence, continued support for the Freedom Fighters is essential to bringing democracy to Nicaragua and thus to achieving real peace in Central America. The President has decided, in accordance with the understanding he reached with Speaker Wright, not to send a request to Congress for new funding for the Freedom Fighters before September 30. And Speaker Wright has accepted in the Bipartisan agreement that Congress would consider such a request under expedited procedures. We are beginning to see the concrete results of U.S. policies: democratic governments have developed in Honduras, El Salvador and Guatemala, joining democratic Costa Rica; economic indicators are showing modest, but nonetheless positive movement; the military in El Salvador Honduras and Guatemala are subordinate to, and supportive of, civilian government and better able to confront Sandinista-supported aggression and subversion. And now, the Sandinistas say they are prepared to join in negotiations for bringing democracy to Nicaragua. The United States will monitor the situation closely in the coming weeks, and a decision about such a request will take into account the Sandinistas' actions to honor their commitments under the Guatemala Agreement. -- FYI: Do not discuss publicly or comment on the allegations that existing funds would be adequate for the first few days or weeks of October. And do not say the Freedom Fighters need new military aid only for the period of September 30 to November 7. Also, do not use the term "contingency' funding since that might be misunderstood to mean the funds would initially be withheld.
