I would like to take this opparttulity to report to you that the
Central Intelligence Agency has inaugurated a Senior Intelligence
Service as of 1 October 1970 and that this Service follows the general
purposes and principles provided for in the Civil Service Reform Act.
of 1973.
Although CIA is exempt from the Civil Service Reform Act,
ti,re believe that the pri.nci.ples anal concepts of the Act are sound,
part_icul.arly as it relates to our senior Agency o-Eficers. Adoption
by the r't~;ency of these princi.pl_es offers excellent opportunities
far improving the efl=ectiveness of the CTA senior management system
by linking job perfox~;lance eval_t~ations to opportunities for performance
awards and stipends based on individual excellence.
