Section 5(f) of Executive Order 11905 states that: "An employee of a foreign intelligence agency detailed elsewhere within the Federal Government shall be responsible to the host agency-and shall not report to such employee's parent agency on the affairs of the host agency, except as may be directed by the latter. The head of the host agency, and any successor, shall be informed of the detailee's association with the parent agency. 2. In order to comply with these requirements, we will need the cooperation of all senior officials or others who are responsible for making arrangements far the detail of CIA employees to other agencies or for the detail of non-CIA employees to serve with CIA. 3. As a start, I believe it necessary to establish a current and complete list of all details in and details out, and request that you submit these lists to the Director of Personnel as soon as possible. Further, we gill revie~J the need for you to inform your detailees of the specific requirement that they not report on the af.-fairs of the Agency to ~~~hich they have been detailed unless they have been directed to do sa by those agencies. 4. We urge you to bring the requirements of Section 5(f) to the attention of appropriate personnel within your area of command to ensure that no detail of Agency personnel to other Federal agencies or of non-CIA personnel to CIA are arranged without first consulting with the Office of Personnel. 5. An appropriate regulation concerning this matter wi11 be prepared. In the interim, you may wish to consider issuing your own instruction. John F.
